Sevierville Posts Rainbow Rd Annexation for 12 AR Short-Term Lots
Sevierville’s Sept. 3 Planning Commission agenda includes annexing about 29.6 acres on Rainbow Road into Agricultural Residential zoning for 12 larger short-term rental tracts.
Sevierville’s Regional Planning Commission posted Thursday, Sept. 3, 2026, at 5:00 p.m. at the Civic Center, 130 Gary Wade Boulevard, with a Rainbow Road annexation package that would fold about 29.6 acres into the city and zone it Agricultural Residential (AR). The staff report on the Sept. 3 agenda says the request covers Tax Map 72, a portion of Parcel 152.00, and that the applicant has indicated an intention to develop 12 larger-tract short-term rentals under AR rules. The AR zone’s minimum lot size is one acre. That is the locked Smoky Mountains tape for this desk — not Cate Road’s 28-cabin final PUD on the same agenda, not Old Knoxville Highway’s Sept. 23 ROW meeting, and not Pigeon Forge’s separate Sept. 14 Wears Valley R-1 to C-6 hearing.
Staff’s background block is blunt about history. The corridor has been through annexation and development talk for a decade. The packet cites a 2017 concept for 1,200 units and a 2021 concept for roughly 105–115 units. A 2021 traffic study attached to that earlier round said Rainbow Road, under then-current conditions, could accommodate up to 118 units; anything above that would require roadway upgrades at developer cost. The Sept. 3 request dials the intensity down to 12 AR tracts. Staff wrote that it is not opposed to the annexation given the AR zoning ask. About 1.9 acres of the same parcel is already inside city limits and zoned AR. Water (8-inch) and a 6-inch force-main sewer already run along Rainbow Road.

What did Sevierville’s Sept. 3 Planning Commission put on the agenda for Rainbow Road?
A three-part annexation package for approximately 29.6 acres on Rainbow Road (Tax Map 72, a portion of Parcel 152.00): a plan of services, an annexation resolution, and Agricultural Residential (AR) zoning. Staff notes say the applicant intends 12 larger-tract short-term rentals. The AR zone’s minimum lot size is one acre.
Annexation is a three-document dance in Sevierville: plan of services, annexation resolution, and zoning ordinance. The plan of services draft in the packet extends police and fire on the effective date, keeps water and sewer extensions on the person requesting service, and classifies the Rainbow Road segment as a local street extending into the annexation area. That paperwork still has to clear Board of Mayor and Aldermen readings after any Planning Commission recommendation. Do not treat a Sept. 3 agenda item as a building permit or a certificate of occupancy.
Owners west of the Parkway and along Caton Road already know this corridor. Short-term rental product sits next to full-time neighborhoods. AR at one acre is a different land-use conversation than high-density visitor accommodation. A February 2022 Planning Commission recommendation to annex and zone Visitor Accommodation on related land never made it through the Board of Mayor and Aldermen, per the staff notes. The Sept. 3 AR ask is the city trying again with a lower-intensity map.
How is this Rainbow Road request different from earlier big unit counts on the same corridor?
Staff’s background on the Sept. 3 agenda says the site has been considered for development or annexation multiple times over the last decade, including a 2017 proposal for 1,200 units and a 2021 proposal for about 105–115 units. A 2021 traffic study cited on the agenda said Rainbow Road could handle up to 118 units under then-current conditions. The current request is for 12 larger AR tracts, not those earlier multifamily counts.
For a Sevierville or Pigeon Forge owner deciding whether to list this fall, the useful signal is scale and process, not rumor. Twelve AR tracts next to existing AR land is not a 1,200-unit campus. It is still a city-boundary change that pulls more of Rainbow Road onto Sevierville’s inspection, zoning, and utility desk. If your buyer’s agent asks about annexation, point them to the agenda PDF and the plan-of-services map. Keep the paper trail: meeting date, acreage, zoning district, and any later ordinance number.
Does a Planning Commission annexation recommendation reprice my Sevierville house?
Not by itself. A plan-of-services and annexation vote is how the city extends police, fire, water, sewer, and zoning. It is not a Great Smoky Mountains MLS closed sale. Disclose nearby annexation activity if a buyer asks. Price to closed comps, condition, and days on market.
Freddie Mac’s Primary Mortgage Market Survey has the 30-year fixed averaging 6.71% as of Sept. 3, 2026, up from 6.66% the prior week. A few basis points will not reprice a Sevier County house the way a full point would. Waiting for that full point while other Smokies sellers list into the same dip is a different decision than Sevierville noticing a 29.6-acre Rainbow Road annexation on Sept. 3.
What else was on Sevierville’s Sept. 3 agenda that Smokies owners should track?
Old business carried Compass Ventures’ Middle Creek Road MDR-to-AC campground expansion. New business also included Douglas Dam Road and New Era Road annexation packages, the Cate Road 28-cabin final PUD, a Bogart Drive 43-unit preliminary PUD, and a use-chart amendment for religious assembly in the Arterial Commercial district. Joint Planning Commission training is listed for Sept. 18, 2026.

You can write the offer on the next Smokies house. A contingent contract on a Sevier County clock is still a maybe when the next seller already has a buyer who is not waiting on a city annexation reading. Our proven system puts a written sale date under this house so the next offer is a real buyer. If you need a date certain, ask about a cash offer. The two-house trap did not change because Rainbow Road is on the Sept. 3 agenda: you cannot honor the next address until this one is settled, and you will not list until you know where you are going.
