Pigeon Forge Sets Sept. 14 Hearing on Wears Valley R-1 to C-6
City Recorder Dennis Clabo's Aug. 25 notice sets a Monday, Sept. 14, 2026, 5:30 p.m. public hearing in Pigeon Forge City Hall on rezoning 1.6 acres of 3.6 at 640 Wears Valley Road — Parcel 142.01, Tax Map 082 — from R-1 to C-6.
Pigeon Forge City Recorder Dennis Clabo signed a public notice dated Aug. 25, 2026, setting a public hearing for Monday, Sept. 14, 2026, at 5:30 p.m. in the Council Room of Pigeon Forge City Hall. The hearing is on a proposed rezoning of a 1.6-acre portion of 3.6 acres at 640 Wears Valley Road — Parcel 142.01 of Tax Map 082, owned by Carolyn Fairbanks, Trustee — from R-1 (Low-Density Residential) to C-6 (Mixed Use Commercial). The notice invites the public to attend. That is the locked Sevier County tape for this desk. It is not the Misty Blue resort file, not the $43.6 million city-hall GMP, and not the separate C-PACER hearing also posted for the same Sept. 14 night.
The notice is the primary. NoticeRegistry reproduced the full text with Clabo's signature and the civil-district description in Sevier County's Fifth Civil District. City of Pigeon Forge schedules City Commission meetings for 5:30 p.m. on the second and fourth Mondays; Sept. 14 is the second Monday. Do not invent a Planning Commission recommendation, a site plan, a hotel key count, a traffic study, or a roll-call. Those numbers are not in the Aug. 25 notice. The fact is the hearing, the parcel, the acreage split, the R-1-to-C-6 ask, and the named trustee.
What exactly is on the Sept. 14 Wears Valley rezoning hearing?
A public hearing before comments are taken on rezoning 1.6 acres of a 3.6-acre tract at 640 Wears Valley Road from R-1 low-density residential to C-6 mixed-use commercial. Parcel 142.01, Tax Map 082. Owner of record on the notice: Carolyn Fairbanks, Trustee. Hearing room: Council Room, Pigeon Forge City Hall. Time: 5:30 p.m. Monday, Sept. 14, 2026. Recorder: Dennis Clabo. Date of notice: Aug. 25, 2026. That is the whole locked list. C-6 is the city's mixed-use commercial district. R-1 is low-density residential. A hearing is not an approval. A notice is not a building permit. Neighbors who want to speak show up; neighbors who want the record clear keep the parcel ID in the file, not a rumor about a cabin brand.
Agendas for City Commission are typically posted the Friday before the meeting on the city site. Until that packet lands, the Aug. 25 notice is the controlling text. If Planning later posts a staff report with a recommendation, that is a new clip. Until then, do not invent one.

Does an R-1 to C-6 hearing reprice a Wears Valley or Pigeon Forge house?
Not by itself. A noticed hearing is how the city takes comment before it decides whether residential land can go mixed-use commercial. It is not a Great Smoky Mountains MLS comparable. Disclose it if a buyer asks what is happening at 640 Wears Valley Road. Price your cabin or house to closed comps, condition, and days on market. Do not mark a Wears Valley Road listing up because C-6 is on a notice. Do not cut it because 1.6 acres might leave the R-1 column. Pigeon Forge's $0.1041 certified city rate and Sevier County's $0.87 county rate are live as separate files. Those millage posts are not this lead.
The Misty Blue / Blue Mist resort preliminary on Wears Valley is a different URL on this desk. That file is the large resort assembly near Wears Valley and Walden Creek. This file is a 1.6-acre slice of a 3.6-acre trustee parcel asking for C-6. Keep them in separate folders. Freddie Mac's Aug. 27 Primary Mortgage Market Survey has the 30-year fixed at 6.66%, slightly up from 6.65% the prior week. A few basis points will not reprice a Parkway condo the way a full point would. Waiting for that full point while other Sevier sellers list into the same dip is a different decision than the city noticed an R-1-to-C-6 hearing.
Can I buy the next Smokies house before this one sells?
You can write the offer. A contingent contract on a Sevier County clock is still a maybe when the next seller already has a buyer who is not waiting on a rezoning hearing. Our proven system puts a written sale date under this house so the next offer is a real buyer.* If you need a date certain, ask about a cash offer. The two-house trap did not change because Pigeon Forge noticed an R-1-to-C-6 hearing: you cannot honor the next address until this one is settled, and you will not list until you know where you are going. Tourism traffic on Wears Valley does not rewrite a contingency clause.
How is this different from the city-hall GMP and Misty Blue files?
The live city-hall post is the $43.6 million guaranteed maximum price on the new City Hall. The live Misty Blue post is the large resort preliminary on Wears Valley. Monday's notice is Parcel 142.01 asking for C-6 on 1.6 of 3.6 acres. One is a construction cap. One is a resort assembly. This is a hearing date. Do not average $43.6 million with 1.6 acres into a fake city-hall rezoning number. A C-PACER hearing is also noticed for Sept. 14; that is a commercial clean-energy and resiliency financing program for commercial property, not this residential-to-commercial parcel ask. Keep C-PACER, Misty Blue, the GMP, and Parcel 142.01 in four folders.
What should Pigeon Forge and Sevier County owners do this week?
- If you own near Wears Valley Road, keep Clabo's Aug. 25 notice: Sept. 14, 5:30 p.m., Council Room, 1.6 acres of 3.6 at 640 Wears Valley Road, R-1 to C-6.
- Price your house or cabin to closed comps in Great Smoky Mountains MLS territory — not to a hearing notice.
- Do not retell the $43.6 million GMP, Misty Blue, or the certified tax rate as this lead. Those posts are live.
- Watch for the Friday-before agenda packet; if staff posts a recommendation, that becomes a new clip.
- Start with a home evaluation. Ask about a cash offer if timing is the problem.
