Sevierville Approves 407 Indoor Water Park Site Plan — What It Means for Traffic, Cabins, and Home Prices
The Sevierville Planning Commission approved a Gateway Boulevard site plan on Aug. 6 for a 175-unit hotel, about 150 timeshare units, and a 74,000-square-foot indoor water park at The 407: Gateway to Adventure. Construction is expected next year; traffic stays a problem until Exit 408.
On Thursday, Aug. 6, the Sevierville Planning Commission approved a site plan for a hotel, timeshare, and indoor water park on Gateway Boulevard near Interstate 40. The project sits inside The 407: Gateway to Adventure, near Buc-ee's and next to the Courtyard by Marriott. Sevierville Development Director Corey Divel told The Mountain Press it is the next phase of Project Gateway 407: about 150 timeshare units, a 175-unit hotel, and a 74,000-square-foot indoor water park. Construction is expected to begin next year. Traffic, he said, will still be a problem until a new interstate exit is built.
That is the vote. It is not an opening day. The question is what an approved site plan changes between now and Fiscal Year 2030.
What did the Sevierville Planning Commission approve on Aug. 6? The commission signed off on a site plan requested by Robert Campbell and Associates. The Mountain Press described a hotel resort with timeshare units and an indoor waterpark element on Gateway Boulevard near the interstate.
A site plan is the city's yes on how the buildings sit on the land. It is not a ribbon-cutting. It is the step that lets the applicant keep moving while other city agreements are still being written. The travel center and the hotel next door are already on the ground. This vote is the lodging-and-water-park piece behind them.
How big is the hotel, timeshare, and indoor water park? Divel said the plan includes a timeshare facility of about 150 units, a hotel with 175 units, and a 74,000-square-foot indoor water park.
That is roughly 325 lodging units on the same I-40 off-ramp that already funnels people toward Pigeon Forge and Gatlinburg. If you own a short-term rental on this side of the county, that is more overnight inventory in the pipeline — not a rumor, and not open yet. The public record is unit counts, square footage, and a construction start expected next year.
Is the water park indoor or outdoor? Indoor. Divel was specific. The water park itself does not have an outside portion. Some of the slide tubes exit and re-enter the building, and those tubes are exposed as part of the design. Sevierville requires a review of any external entertainment elements over 44 feet in height. The exposed slides triggered that review.
Neighbors will see an indoor facility with some hardware from the road, not a lazy river in the parking lot. Whether that fills a cabin across the county or just the hotel next door is a question for after construction starts.
What is still pending, and when does construction start? Divel said construction is expected to begin next year. He also listed unfinished items, and those decide whether "next year" holds.
Sevierville no longer allows third-party trash collection, so the applicant has to enter a trash pick-up agreement with the city. Water and sewer details are still pending. So are landscaping and maintenance.
Until those close, this is an approved site plan, not a finished permit stack. If a seller tells you the water park is "under construction," ask for the month. The public record as of Aug. 6 is "next year."

The project includes a new connector from Dumplin Valley Road on the north side of I-40 to Douglas Dam Road on the south side, giving motorists a path to Highway 66.
"Traffic's going to be an issue until that gets completed," Divel said. "There'll probably be about a three-year gap, maybe up to five years, before the 408 is actually constructed."
The resort is expected to start next year. The interchange that is supposed to handle it is not. Treat Exit 408 as a 2030 infrastructure project, not a 2026 amenity.

Sevier County posted 108 closings in July 2026, compared with 76 in July 2025. Closed volume was $70.1 million, up 46% year over year. The average sale was $648,918. Price per square foot was $349, up 4%. Days to contract ran 81, versus 76 a year earlier.
June's listing picture was softer on asking price and thicker on choice. The median listing was $619,000, down 7.8% year over year. Active listings sat at 3,331, up 7.4%. Homes that sold did so at 96% of list.
The 30-year fixed mortgage rate was 6.67% in the Aug. 13 Freddie Mac Primary Mortgage Market Survey, down from 6.69% the week before. The 15-year was 5.96%, down from 6.01%.

A 46% jump in closed volume with days-to-contract five days slower than last July is not a bidding-war market. A site plan on Gateway Boulevard does not reset a $349-a-foot sale if the house is not priced.
What this means if you own or buy here - Cabin and short-term rental owners near Exit 407: 175 hotel units and about 150 timeshare units are more lodging on the same off-ramp. Do not raise your 2027 nightly rate off a site plan. Construction is expected next year, not this fall. - Highway 66, Dumplin Valley Road, and Douglas Dam Road owners: Divel said traffic will be an issue until Exit 408 is built, with a three- to five-year gap. Price the commute you have. TDOT's 10-year plan puts that construction in Fiscal Year 2030. - Sellers listing this month: July closed 108 homes at an average of $648,918.
