Red Bank Sets Sept. 15 Hearing on Easton Avenue R-T/Z
City Manager Martin Granum’s notice sets a Monday, Sept. 15, 2026, 6:00 p.m. public hearing in Red Bank Commission Chambers on rezoning 3118 Easton Avenue — Parcel 118I B 023 — from R-1 to R-T/Z. Applicant: Campbell Lewis.
City of Red Bank notices a public hearing Monday, Sept. 15, 2026, at 6:00 p.m. in the Red Bank Commission Chambers, 3117 Dayton Boulevard, on rezoning 3118 Easton Avenue — Parcel 118I B 023 — from R-1 Residential to R-T/Z Residential Townhome / Zero Lot Line. Applicant: Campbell Lewis. City Manager Martin Granum signed the notice; publication began Aug. 11, 2026.
The Chattanoogan public-notice listing is the primary source. The hearing sits on the regular Board of Commissioners meeting. The ask is a map amendment from R-1 to R-T/Z on a single Easton Avenue parcel. The notice invites anyone interested to speak for or against. A unit count, a building height, a site plan, a Planning Commission roll-call and a Sept. 15 vote are not in the Aug. 11 notice. What is on the record is the hearing date, the chambers address, the parcel ID, the R-1 to R-T/Z ask, the applicant name, and the city manager’s signature block.
What exactly is on the Sept. 15 Easton Avenue hearing?
A public hearing during Red Bank’s regular Board of Commissioners meeting on Monday, Sept. 15, 2026, at 6:00 p.m. at 3117 Dayton Boulevard on rezoning 3118 Easton Avenue, Parcel 118I B 023, from R-1 to R-T/Z. Applicant: Campbell Lewis. Notice began Aug. 11, 2026. City Manager: Martin Granum. That is the locked list. R-T/Z is Red Bank’s residential townhome / zero-lot-line district used on prior Red Bank files when owners sought smaller lots. A hearing is not an approval. A notice is not a building permit.
Red Bank’s earlier 2026 zero-lot-line package on Redding Road, California Avenue, and Hawk Den Trail is a separate post. Do not merge those three approved sites with 3118 Easton Avenue. Easton is a new noticed ask. Until the Sept. 15 packet posts a staff report with lot yield, keep the unit count blank. Neighbors who want the record clear should bring the parcel ID — 118I B 023 — not a rumor about how many townhomes might fit.

Does an R-1 to R-T/Z hearing reprice a Red Bank or Hixson house?
Not by itself. A noticed hearing is how the Board takes comment before it decides whether a residential lot can go townhome / zero-lot-line. It is not a Greater Chattanooga REALTORS MLS comparable. Disclose it if a buyer asks what is happening at 3118 Easton Avenue. Price your house to closed comps, condition, and days on market. Do not mark an Easton Avenue listing up because R-T/Z is on a notice. Do not cut it because neighbors may speak Sept. 15. The live Red Bank zero-lot-line package and the Plan Chattanooga delay to Sept. 22 are separate files.
Freddie Mac’s Primary Mortgage Market Survey still shows the 30-year fixed averaging 6.66% with little change this week. A few basis points will not reprice a Red Bank ranch the way a full point would. Waiting for that full point while other Hamilton County sellers list into the same dip is a different decision than Red Bank noticed an Easton Avenue R-T/Z hearing. For owners on Dayton Boulevard and Easton Avenue, the notice is a calendar item to track — not a reason to reprice tonight.
Red Bank sits inside the Chattanooga market even though it is its own city. Dayton Boulevard and Easton Avenue owners should treat the Sept. 15 hearing the same way they treat any map amendment: put the notice in the disclosure file, show up if the lot touches your side yard, and keep pricing tied to closed Greater Chattanooga REALTORS MLS comps. Do not wait for a unit count that is not on the Aug. 11 notice.
Can I buy the next Chattanooga-area house before this one sells?
You can write the offer. A contingent contract on a Hamilton County clock is still a maybe when the next seller already has a buyer who is not waiting on a Red Bank rezoning hearing. Our proven system puts a written sale date under this house so the next offer is a real buyer.* If you need a date certain, ask about a cash offer. The two-house trap did not change because 3118 Easton Avenue posted for Sept. 15: you cannot honor the next address until this one is settled, and you will not list until you know where you are going. An R-T/Z hearing notice does not rewrite a contingency clause.
How is this different from Apison Auto, Plan Chattanooga, and prior Red Bank R-T/Z files?
The Apison Auto file is Hamilton County’s University Drive hearings (Zoning Committee Sept. 2; full Commission Sept. 16), covered separately. Plan Chattanooga is the city comprehensive-plan vote delayed to Sept. 22. The prior Red Bank post covered three approved R-1 to R-T/Z sites on Redding, California, and Hawk Den. This file is one new noticed parcel at 3118 Easton Avenue. One is county commercial. One is a citywide plan. One is yesterday’s R-T/Z package. This is a new Easton hearing. Keep them in four folders. Do not average Easton Avenue with Apison Auto into a fake countywide zero-lot-line ordinance.
What should Red Bank and Hamilton County owners do this week?
- If you own near Easton Avenue, keep Granum’s notice: Sept. 15, 6:00 p.m., 3117 Dayton Blvd, Parcel 118I B 023, R-1 to R-T/Z.
- Price to closed comps — not to a hearing notice without a posted unit count.
- Watch for the Sept. 15 packet; if staff posts lot yield or conditions, that becomes a new clip.
- Do not retell Apison Auto, Plan Chattanooga, or the prior three-site R-T/Z package as this lead.
- Start with a home evaluation. Ask about a cash offer if timing is the problem.
