Council Delays Plan Chattanooga Vote 30 Days

Chattanooga City Council on Tuesday, Aug. 25, 2026, delayed the vote to adopt Plan Chattanooga by 30 days, to Sept. 22. The Chattanoogan's same-day recap is the clip. News Channel 9 / WTVC, posting at 9:11 p.m. Tuesday, put the new date on the record: council members delayed a vote to adopt the city's comprehensive growth plan until September 22nd. This is not another preview of an Aug. 25 adoption. That preview slug is already live. This article is the delay.
Councilman Chip Henderson said he had been meeting with neighborhood associations in his district to discuss the overall growth plan but had not yet gotten around to all the associations. Councilwoman Jenny Hill said she would go along with a one-time delay, but "We have been working on this for about four years now. That's a lot of time for the people to know about this and for all of us to do our due diligence." She added that the work gives clarity to the Planning Commission and to council, called it an important tool, and said, "We've had years and years to work on this and get it right." What did a 30-day delay actually do?
It moved adoption. It did not rezone a lot. WTVC: while the plan could guide future development and zoning decisions, it would not itself change the zoning of any property. The Chattanoogan printed the plan's own description: an ambitious effort to involve the community in creating plans for all areas of the city; a citywide plan and eight area plans; topics including demographics, natural resources, parks and greenways, commercial and industrial development, housing, transportation, and related topics; guidance for new development, zoning changes, capital improvements, and conservation. The Regional Planning Agency divided Hamilton County into 13 areas. Eight of those areas are inside the city of Chattanooga. Two of the eight — Historic River-to-Ridge and East Brainerd — already have adopted plans. Plan Chattanooga is to create plans for the remaining six areas, resulting in an overall citywide growth framework and eight detailed plans.
The city areas listed in that Chattanoogan clip: Area 1 Downtown / North Chattanooga; Area 2 Hixson / Red Bank; Area 3 Historic River-to-Ridge — Adopted; Area 4 South Chattanooga / Lookout Mtn.; Area 5 Lookout Valley; Area 6 Brainerd / East Ridge; Area 10 Hwy 58 / Tyner; Area 11 East Brainerd — Adopted. WTVC said the plan is tied into Hamilton County's Plan Hamilton vision. The Chattanoogan: the County Commission, in a 6-5 vote, recently approved Plan Hamilton, which deals with land-use plans for areas out in the county. Copy 6-5. Sept. 1 still has a City Council meeting. Does a 30-day comprehensive-plan delay reprice a Chattanooga house?
No. Greater Chattanooga REALTORS' July 2026 tape, as copied from the live desk: $360,000 median, up 2.9 percent from $349,900; 4,099 listings, up 21.3 percent; 4.5 months of supply; 48 days on market. A delayed citywide growth blueprint is a planning fact. It is not a new comparable for a bungalow in St. Elmo, a house in East Brainerd that already has an adopted area plan, or a condo on the Southside. Disclose Plan Chattanooga if a buyer asks whether council "passed the comprehensive plan Tuesday." They did not. They delayed it. Do not mark the house up because Hill talked about four years of work. Do not cut it because Henderson wanted more neighborhood meetings. Price the asset you have.
East Brainerd and Historic River-to-Ridge already have adopted area plans in the clip. That is not a citywide adoption. Hixson, Red Bank, Lookout Valley, Brainerd, Hwy 58 / Tyner, Downtown / North Chattanooga, and South Chattanooga / Lookout Mountain are on the remaining-six list. Uptain Road's $5.96 million sale is a different live URL. Finley Stadium 2.0 is a different live URL. Freddie Mac's Aug. 20 survey put the 30-year at 6.65%, down from 6.67% on Aug. 13. Two basis points will not reprice a $360,000 median. Waiting for a full point off will. Other District 2 and East Brainerd sellers will list into that dip.
Can I buy the next Chattanooga house before this one sells?
You can write the offer. A contingent contract on a 48-day clock with 4.5 months of supply is a maybe. The next seller in Brainerd or on Missionary Ridge often has a buyer who is not waiting on Sept. 22.
