Red Bank commissioners approved three rezoning requests from R-1 Residential to R-T/Z Residential Townhome Zero Lot Line, clearing the way for smaller homes on smaller lots across three sites in the city. All three had been recommended for approval by the Red Bank Planning Commission.
What was approved in Red Bank?
Three separate owner requests, each splitting or densifying an existing residential parcel:

Why is Red Bank allowing smaller lots?
Land supply. City Planner Michael Pham said Red Bank has limited land and needs more housing — specifically starter homes under 1,400 square feet — and Director of Community Development Leslie Slay supported the change. Neighbors pushed back at the public hearings, citing traffic on Redding Road, street parking shortages, and a concern that small lots would pull down surrounding property values. Commissioners followed the planning commission's recommendation and approved all three.
What are Chattanooga home prices doing right now?
Softening on price, loosening on supply. The Chattanooga median list price fell 3.0% year over year to $399,900 in July — a steeper decline than the 2.4% national drop — while active listings jumped 24.9%, roughly 12 times the national gain of 2.1%. Homes are taking 65 days to sell, up 18.3% year over year and eight days longer than the national median.

- Red Bank owners: zero-lot-line zoning next door changes the comp set on your street. It also tends to add buyers at a price point Red Bank has been missing entirely.
- Buyers: with 23.8% of listings already carrying a price cut and 65 days on market, this is the most negotiating room Chattanooga buyers have had in years.
- Sellers: a 3.0% drop in median list price with inventory up nearly 25% means day-one pricing is the whole game. Sellers who start high are cutting anyway.
