Public Works item d would award Contract No. L-25-001-201, Chattanooga Public Library Third Floor Archives Upgrades, to Robert Roberts, LLC, in the amount of $369,313.00, with a contingency of $37,000.00, for a total not to exceed $406,313.00, District 7, coded C10757/4013/A42299. That is the unused dollar this desk is writing. It is a proposed award, not a roll call. This desk will not invent a Sept. 1 vote. Plan Chattanooga is on today's 3:30 p.m. docket and already has a live preview URL. Do not write another "council takes it up today" piece. Do not round the cents off the bid and then add them back. $369,313 plus $37,000 is $406,313. That is the not-to-exceed. A proposed Sept. 1 resolution is not a notice to proceed. If Sept. 1 minutes later show a different contractor or a different total, that is a follow.

Community Development would apply for a $50,000 Tennessee Department of Disability and Aging grant for senior programs and Glenwood Center gym equipment, District 9. Today's Aug. 25 business meeting, also from the Aug. 21 Chattanoogan, is a different page: MR-2026-0058 alley abandonment in the 2800 block of 8th Street on final reading; a stormwater-board ordinance on first reading; a CARTA board appointment; a Mercer Street residential PUD special-exceptions amendment at 1547 Mercer Street and an unaddressed parcel in the 1500 block, District 2, deferred from Aug. 11; and a resolution to adopt Plan Chattanooga. Mercer Street has no construction dollar on the preview. Plan Chattanooga is already written. This article does not preview it again at 7 a.m. before a vote that has not happened.

Does a $406,313 library archives award reprice a District 7 house?
No. Greater Chattanooga REALTORS' July 2026 tape, as copied from the live desk: $360,000 median, up 2.9 percent from $349,900; 4,099 listings, up 21.3 percent; 4.5 months of supply; 48 days on market. A proposed third-floor archives upgrade at the public library is a public-works fact. It is not a new comparable for a bungalow on the Westside, a house in St. Elmo, or a condo on the Southside. Disclose city work if you are next to the library. Do not mark the house up because the contingency is $37,000. Do not cut it because the item is still proposed. Price the asset you have.
District 7 also carries the ARC Westside clinic application on the same Sept. 1 page. That application is already a live URL. Do not stack $406,313 and $1 million into one "District 7 is getting money" CMA. One line is a library construction award. The other is a grant application with a match. Today's Plan Chattanooga vote, if it happens, is a comprehensive-plan file already previewed. Uptain Road's $5.96 million sale is a different live URL. Finley Stadium 2.0 is a different live URL.
Freddie Mac's Aug. 20 survey put the 30-year at 6.65%, down from 6.67% on Aug. 13. Two basis points will not reprice a $360,000 median. Waiting for a full point off will. Other District 7 sellers will list into that dip.
Can I buy the next Chattanooga house before this one sells?
