Council Packet Lists $1.2M Crisis-Center Award, $1M Westside Clinic

Chattanooga's Aug. 25 council packet, reprinted Aug. 21, lists a Sept. 1 award of $998,573.46 plus $100,000 contingency to Pointe General Contractors for Contract E-24-018-201 and a $500,000 / $1 million ARC application for a Westside clinic.

Chattanooga City Council's Friday, Aug. 21, 2026, three-week look-ahead — published with the Tuesday, Aug. 25, packet — lists two unused dollar items for Tuesday, Sept. 1. Public Works Contract No. E-24-018-201 would award the Rape Crisis Center job to Pointe General Contractors, LLC, for $998,573.46 plus a $100,000.00 contingency, a total not to exceed $1,198,573.46, in District 6. Economic Development would apply for, and if awarded accept, an Appalachian Regional Commission grant to build out a Westside health clinic with a 50 percent match of $500,000.00 and a total not to exceed $1 million, in District 7. Neither line is a recorded vote. Both are the unused files on the Aug. 25 agenda package. Plan Chattanooga adoption is already live on this desk and is not the lead.

Tomorrow's Aug. 25 business meeting still has housing on it. Planning item 2026-0050, Tiffany Farley, is a special-exceptions permit to amend a residential planned unit development at 1547 Mercer Street and an unaddressed lot in the 1500 block of Mercer, lifting or amending conditions 1 through 4 of Resolution 32672 (prior case 2025-0138). Staff and Planning Commission recommend the city's version and recommend denial of the applicant version; the item was deferred from Aug. 11. That is tomorrow's unused housing vote. The verified dollar lines the look-ahead attached to the same packet are the Sept. 1 Rape Crisis Center contract and the ARC clinic match.

The ARC item authorizes Economic Development to apply for and, if awarded, accept a grant for the Westside clinic build-out with a 50 percent match of $500,000.00 and a total not to exceed $1 million, District 7. A third unused dollar line on the same Sept. 1 proposed agenda is Contract L-25-001-201, Chattanooga Public Library third-floor archives upgrades, Robert Roberts, LLC, $369,313.00 plus a $37,000.00 contingency, not to exceed $406,313.00, District 7. Community Development has a $50,000.00 Tennessee Department of Disability and Aging grant application for senior programs and Glenwood Center gym equipment, District 9.

The Times Free Press, WDEF, and Chattanoogan.com also covered a related housing-services file that is not on the Aug. 25 action docket: Chatt Foundation CEO Baron King told council at the Aug. 4 strategic-planning meeting that a low-barrier shelter on the nonprofit's 11th Street Community Kitchen site could house 400 to 500 people if the basement and back offices are rebuilt. King said an architect is drawing and that firm figures should be in place by the first of September. Councilwoman Jenny Hill said she audibly gasped at 400-500 people. That is a proposal in design. It is not tomorrow's vote and it is not the $1,198,573.46 construction contract.

What is actually on tomorrow's Aug. 25 agenda?

Final reading includes closing an unopened alley in the 2800 block of 8th Street (MR-2026-0058), recommended for approval by Planning, Public Works, and Transportation and for denial by staff, deferred from Aug. 11. First reading is a stormwater-board ordinance. Resolutions include confirming Mayor Kelly's appointment of Weston Porter to the CARTA Board for a term starting Aug. 26, 2026, and ending Aug. 25, 2031; the Mercer Street PUD amendment; and adoption of Plan Chattanooga as the comprehensive plan. Plan Chattanooga is the already-live desk. The unused housing action tomorrow is Mercer Street. The unused verified-dollar files the same packet advertised for Sept. 1 are the Rape Crisis Center and the ARC clinic.

What do a $1.2 million contract and a $1 million clinic do to a listing?

They tell a District 6 or District 7 buyer the city is preparing to spend on a crisis-center build and a Westside clinic match. They do not reprice a $400,000-plus house in East Brainerd, Red Bank, or St. Elmo. Greater Chattanooga REALTORS July tape is still the number: $360,000 median, up 2.9 percent from $349,900; 4,099 listings; 4.5 months of supply; 48 days on market; 1,031 pendings, up 10.7 percent; 1,552 new listings. A Sept. 1 award, if council passes it, is a public-works fact. It is not a comparable sale. The Chatt Foundation 400-500-bed concept is not a number to put in a listing until there is a bid and a site plan.

If you own near 11th Street or the Westside, disclose the published files. If you own on Mercer Street, tomorrow's PUD amendment is the one that can change conditions on that lot.
