Pigeon Forge Takes Up C-PACER Tonight, Plus a Mill Creek Grant

Pigeon Forge City Commission meets tonight, Monday, Aug. 24, 2026, at 5:30 p.m. in the City Hall Council Room at 3225 Rena Street. Item 5 on the published CivicClerk agenda is Resolution No. 2026-978, a resolution declaring the board's intent to consider adopting a commercial property assessed clean energy and resiliency (C-PACER) program. City Attorney Nathan Rowell is listed as the presenter. The same topic is on the noon work session at the Special Events Building, 3107 Parkway, as item C: discussion of participation in the C-PACER program as an economic development tool.

That is an intent resolution, not a loan and not a tax increase. Tennessee's C-PACER statute, Tenn. Code Ann. section 68-205-101 et seq., is a local-option law. A city that adopts a program can let owners of commercial, industrial, agricultural, and multifamily property finance qualifying energy, water, and resiliency work with private capital and repay it through a voluntary special assessment recorded as a lien. Pigeon Forge has not adopted that program. Tonight's packet asks the board to say it is willing to consider it.

  • Item 13 — Amendment 1 on the TDOT TAP grant for the Waldens Creek Greenway connecting Wear Farm City Park to Tiger Drive. The amendment transfers $22,030 from the State Small Cities Grant to the current TAP grant to cover additional NEPA costs. Jacob Cave is listed.
  • Item 16 — approval to use direct appropriation funds for a Jake Thomas Road mid-block crossing. Dennis Clabo is listed.
  • Item 6 — Guaranteed Maximum Price for Phase II (GMP#2) on the new City Hall building from Horner Building Company. The city-hall site plan is already on this desk. Do not treat GMP#2 as a new location story.

The Regional Planning Commission meets Tuesday, Aug. 25, at 3 p.m. in the same City Hall council room. CivicClerk posted that agenda Friday at 11:16 a.m. The unused housing line is a site plan for Meadowbrook Park Retail and Apartments at Parkway and Appalachia Drive, filed by Jeremy Puckett of Ascent Engineering and Surveying, LLC. Also on that docket: a final PUD for Jellystone Resort at 3404 Whaley Drive (Vince Marshall, Marshall Design and Construction Corp.); a Blake Jones Fun Center site plan at 2891 Parkway (Joshua McFadden, Backroads and Barrels, LLC); a Dollywood 5K and half marathon special event for April 23-25, 2027; and a staff-proposed zoning-ordinance amendment to Article VII, Section 707, permitted uses in the M-1 Industrial District. A site plan on Tuesday is not a building permit and is not tonight's C-PACER vote.

Does a C-PACER intent vote change my cabin price?

No. A C-PACER program, if the city later adopts one, is a financing tool for qualifying commercial, industrial, agricultural, and multifamily work. It is not a new Parkway hotel, not a short-term-rental rule, and not a comparable sale. Tennessee's statute is voluntary. The owner asks. A private capital provider funds the qualified improvements. The local government records a special assessment and a C-PACER lien. Knox County already published a C-PACER guidebook under the same statute. Pigeon Forge has not. Tonight's resolution is the first published step, and the published text is intent to consider, not adoption of guidelines.

If you own a lodge, a Parkway retail box, or a multifamily building inside the city, a future program could change how a buyer underwrites an energy or resiliency upgrade. If you own a Wears Valley or Pittman Center cabin, it does not. Price off the Great Smoky Mountains MLS tape this desk already copied: 538 cabin closings, $601,250 median, 79 days on market, 91.67 percent of original list; 76 condo closings, $315,000 median, 106 days. What does the Mill Creek West Connector grant request actually do?

Item 11 asks the commission for permission to pursue potential TDOT funding. The published sentence is specific: the section connects Pigeon Forge City Park to Pigeon Forge High School and the Waldens Creek Trailhead. That is not the Westside Connector from Wears Valley Road across the Parkway that this desk already covered. Do not collapse the two roads. A grant application is not a bid award and is not a construction start. The $22,030 TAP amendment on item 13 is a NEPA-cost transfer on the Waldens Creek Greenway from Wear Farm City Park to Tiger Drive. Keep those two greenway files separate from the $5.8 million Blalock and Sons Westside Connector contract already on the live desk.
