Metro Sets Oct. 20 Third Reading on 68-Unit Cane Ridge Road SP
Metro Nashville Council will take a third reading on Oct. 20, 2026, of BL2026-1400, which would rezone 5683 Cane Ridge Road from AR2a to Specific Plan zoning for up to 68 multifamily units on 6.64 acres.
Metro Nashville Council has BL2026-1400 on its Oct. 20, 2026, agenda for third reading. The bill would change zoning at 5683 Cane Ridge Road, about 479 feet south of Spring Path Lane, from AR2a to Specific Plan (SP) zoning to permit 68 multifamily residential units on 6.64 acres, according to the Legistar file and the Oct. 20 docket listing.
A companion materials bill, BL2026-1401, is also listed for third reading the same night. That ordinance would authorize building-material restrictions and requirements for the same Cane Ridge Specific Plan.

What the ordinance allows — and bans
Section 3 of the ordinance limits the SP to a maximum of 68 multifamily residential units and prohibits Short Term Rental Property, both owner-occupied and not owner-occupied. That ban is written into the enacting text, not left as a side note on a site plan.
If a development standard is missing from the SP plan or Council approval, Section 7 says the property falls back to RM9 standards as of the date of the applicable request. Uses stay limited to what the Council ordinance describes.
Conditions already attached
The Legistar full text lists conditions that must be completed, bonded or satisfied as required, including corrected-copy note fixes, architectural elevations with the final site plan, labeling internal drives as private driveways maintained by a property owners’ association, and Metro Fire Marshal access and water-supply requirements before building permits. No master permit or HPR may be recorded before final SP approval.
Not the same Cane Ridge file as 2026Z-076PR
Metro has more than one Cane Ridge Road zoning fight this fall. A separate bill track, Proposal No. 2026Z-076PR-001, dealt with an RM20 filing that Planning handled with an RM9-NS substitute on unnumbered Cane Ridge Road acreage. That story is already covered separately; see Metro Planning Approves Cane Ridge Road Substitute After RM20 Filing (2026Z-076PR-001). BL2026-1400 is the 5683 Cane Ridge, 6.64-acre, 68-unit Specific Plan.
The Oct. 20 third-reading list also includes the larger 300 McCann Street 311-unit SP. See Metro Council Sets Oct. 20 Final Vote on 16-Story, 311-Unit Plan at 300 McCann Street.
Path to Oct. 20
- March 26, 2026 — Planning Commission approved with conditions, disapproved without.
- May 26, 2026 — Bill filed.
- June 2, 2026 — Passed on first reading.
- July 7, Aug. 4 and Sept. 1, 2026 — Deferred on later calendars before moving again.
- Oct. 6, 2026 — Public hearing; passed on second reading; referred.
- Oct. 20, 2026 — Third reading on the Metro Council agenda.
Why southeast Davidson keeps seeing SP bills
Cane Ridge Road sits in a part of southeast Davidson County where agricultural zoning still covers large tracts next to newer subdivisions and apartment sites. An AR2a-to-SP request is Metro’s usual tool when a builder wants a capped unit count, private drives and a short-term-rental ban written into the ordinance instead of relying only on base multifamily rules.
Sixty-eight units on 6.64 acres is a mid-scale plan compared with the 311-unit McCann Street tower on the same Oct. 20 third-reading list, but it is still a zoning change neighbors will see on hearing notices. The Legistar title ties the site to Spring Path Lane, which is the landmark to use when you are mapping the parcel on a county property map later this week as well today.
What third reading does — and does not do
Third reading is the last Council vote on the ordinance text. It is not a grading permit, a building permit or a promise about when leasing starts. After Council passage, Metro still has to process final SP plans, plats if required, and agency sign-offs listed in the conditions, including fire access and water supply.
Because BL2026-1401 rides with the SP, materials standards are also a Council question on Oct. 20. Anyone quoting the project to a buyer should say both bills are on third reading, not that construction is approved.
How to read the deferral history
Legistar shows multiple deferrals after first reading before the Oct. 6 public hearing and second reading. Deferrals are common on zoning bills; they are not the same as a denial. The file that matters for neighbors now is the Oct. 20 third-reading placement after the Oct. 6 second-reading pass.
If you are comparing hearing dates with another Cane Ridge item, keep the proposal numbers straight: 2026SP-009-001 for this 68-unit SP, versus 2026Z-076PR-001 for the separate RM filing covered earlier.
What nearby owners should do
- Separate the two Cane Ridge files. 5683 Cane Ridge (68 units, SP) is not the unnumbered RM20/RM9-NS case.
- Read the STR ban. The ordinance text prohibits owner-occupied and not-owner-occupied short-term rentals in this SP.
- Watch third reading, then the mayor’s clock. Third reading is not the same as a building permit.
- Price from closed sales. A pending SP does not reset comps until units are real and delivering.
- Check the sponsors and proposal number. Legistar lists Antoinette Lee and Olivia Hill as sponsors on Proposal No. 2026SP-009-001, which helps when you search the packet.
Other southeast Davidson zoning items are queued for early November, including County Hospital Road / Hydes Ferry packages. See Metro Council Sets Nov. 5 Hearings on Three County Hospital Road and Hydes Ferry Rezonings and Nashville Clifton Avenue SP for 12 Detached Units Passes First Reading, Public Hearing Set Nov. 5.
Attachments on the Legistar file include the 2026SP-009-001 sketch and a revised plan dated March 18, 2026. Those exhibits are the place to confirm building layout once Council finishes the ordinance votes.
