Metro Council Sets Oct. 20 Final Vote on 16-Story, 311-Unit Plan at 300 McCann Street
Metro Council has BL2026-1553 on its Oct. 20, 2026, agenda for third reading. The bill would rezone 0.69 acres at 300 McCann Street from Core Frame to Specific Plan for up to 311 multifamily units in a planned 16-story building near Wedgewood-Houston. A separate Barnes Road SP was deferred to Nov. 5
Metro Nashville Council has BL2026-1553 on its Oct. 20, 2026, agenda for third reading. The bill would rezone 300 McCann Street, at the northwest corner of McCann Street and 3rd Avenue South, from Core Frame (CF) to Specific Plan (SP) zoning to permit 311 multifamily residential units on 0.69 acres.
The Planning Department’s staff report describes a 16-story building with 308 residential units and three live-work units, including four levels of garage parking. The bill passed second reading on Oct. 6 after a public hearing where no one came forward to speak, according to the council’s action record.
A second large SP on the same Oct. 6 agenda, 1065 Barnes Road, also passed second reading. Its sponsor moved its third reading to the Nov. 5, 2026, council meeting.
What BL2026-1553 would allow
The ordinance limits the SP to a maximum of 311 multifamily units, including a maximum of three live-work units. Short-term rental property, owner-occupied and not owner-occupied, would be prohibited. The bill also bars individual platted lots and requires the final site plan to meet the architectural standards shown on the preliminary plan.
The applicant is TDB Acquisitions LLC, and the owner is Motosound Group LLC, according to the staff report. The site is in Council District 11, represented by Council Member Terry Vo, who sponsors the bill.
The building in the plan
The staff report says the existing structure on the site would be demolished for a 360,943-square-foot multifamily building with live-work units. The live-work units, lobby and amenities would sit on the ground floor on the south and east sides. An open courtyard on the fifth level would provide open space for residents.
Street changes include improved 5-foot sidewalks, 4.5-foot grass strips and two new crosswalks at McCann Street and 3rd Avenue. Vehicle access would be limited to 3rd Avenue into the parking garage. A WeGo bus stop sits about 435 feet east of the site.

Why planners backed the height
The site falls in the T4 Urban Mixed Use Neighborhood policy area and in the Wedgewood-Houston Chestnut Hill Small Area Plan, adopted in 2019. Staff noted that the small area plan allows increased height next to the interstate as a transition from downtown, when paired with exceptional design and better streetscapes.
Staff concluded that the building’s design, active ground floor and public realm improvements met that test. The report also notes that the parcel has been zoned CF since 1998, and that City Cemetery is nearby at 401 Oak Street. The small area plan calls for development to step down in height toward the cemetery.
Traffic
The staff report estimates the change from CF to SP-MU would cut 3,980 daily weekday trips compared with what the current zoning allows, including 31 fewer AM peak-hour trips. Required mitigations include restriping, a new crosswalk on the westbound approach of McCann Street at 4th Avenue and pedestrian warning signs at the garage driveway.
What other Metro agencies asked for
Every reviewing agency listed in the staff report recommended approval with conditions. Metro Water Services approved the plan as a preliminary SP only and noted that an availability study must be submitted before the final SP can be reviewed. The report adds that a minimum of 30% of water and sewer capacity fees must be paid before building permits are issued.
WeGo asked the developer to reach agreement on its conditions before the next approval step. Nashville DOT called for a paved “eyebrow” turnaround at the end of 3rd Avenue South, with that terminus signed and striped for no parking. NDOT also noted that a private hauler will be required for waste and recycling.
These details matter to neighbors because they shape what the street looks like once construction ends: wider walkways, a turnaround at a dead end and no curbside parking at the terminus.
Barnes Road moves to Nov. 5
BL2026-1558 would rezone 1065 Barnes Road, about 54 feet east of Barnes Bend Drive, from AR2a to SP on 55.6 acres. The current bill title permits 109 multifamily units and 78 single-family lots. The ordinance text shows the earlier figures of 110 multifamily units and 77 lots struck and replaced, after Council Member John Rutherford offered a substitute bill on Sept. 1.
The Barnes Road ordinance includes its own design conditions. Final site plan elevations must provide a minimum of 15 percent glazing, and existing tree canopy outside stormwater detention and grading areas must be preserved to the greatest extent practicable. Short-term rentals are prohibited there as well.
On Oct. 6, Rutherford moved to pass the bill on second reading and defer third reading to the Nov. 5, 2026, council meeting. Our earlier coverage of the Planning Commission step is at Metro Planning OKs Elam Station SP: 110 Multifamily, 77 Lots.
What it means for Nashville homeowners
A 311-unit building on less than an acre is a reminder of where Nashville is adding supply: close to downtown, along the interstate and on transit lines. For owners of single-family and two-family homes in Wedgewood-Houston and nearby blocks, new rental supply can shape rents and resale demand in different ways.
- More neighbors, more amenities. Dense housing near a corridor tends to support restaurants and shops within walking distance.
- Rental competition. Investors who own small rentals nearby should expect more choices for tenants once a building of this size opens.
- No short-term rentals. The ordinance prohibits short-term rental use in this SP, so it will not add whole-unit vacation rentals to the neighborhood.
