Metro Council Sets Nov. 5 Hearings on Three County Hospital Road and Hydes Ferry Rezonings

Metro Council will hold public hearings Nov. 5, 2026, on three rezonings near County Hospital Road and Hydes Ferry Road: a six-unit SP at 1701 County Hospital Road, an RS10-to-R10 change at 1814 County Hospital Road, and an RS7.5-to-R8 request for three vacant Hydes Ferry lots.

Metro Council will hold public hearings on Nov. 5, 2026, at 6:30 p.m. in the Metropolitan Courthouse on three rezonings near County Hospital Road and Hydes Ferry Road. All three are sponsored by District 1 Council Member Joy Smith Kimbrough. The biggest change is at 1701 County Hospital Road, on the northwest corner of Hydes Ferry Road, where bill BL2026-1598 would rezone 0.38 acres from RS10 to SP to permit six multi-family residential units.

The same notice lists BL2026-1481, an RS10-to-R10 change at 1814 County Hospital Road, and BL2026-1602, an RS7.5-to-R8 change for three vacant lots on Hydes Ferry Road. Each bill has already passed first reading. Nov. 5 is the public hearing before second reading.

1701 County Hospital Road: six units on a corner lot

The Legistar file for BL2026-1598 lists Parcel 021 on Map 080-04. The bill was filed Sept. 29, 2026, and passed first reading Oct. 6. The Planning Commission took it up on July 23. Its action agenda lists Dale and Associates as applicant and Anchor Homes, LLC as owner, with the vote recorded as approve with conditions and disapprove without all conditions, 8-0.

The ordinance text spells out the limits. Section 3 says uses of the SP “shall be limited to six multi-family residential units.” It also prohibits both owner-occupied and non-owner-occupied short-term rental properties. That matters on a corner where nearby owners may worry about turnover.

Conditions in Section 4 include:

  • A B-3 landscape buffer along the side and rear property lines.
  • A plat amendment to remove previously platted setbacks before permitting.
  • Architectural elevations with the final site plan that meet the preliminary SP standards.
  • Internal driveways labeled “Private Driveways” and maintained by a Property Owners’ Association.

A companion bill, BL2026-1599, would authorize building material restrictions and requirements for the same SP. It appears on the same Nov. 5 notice.

1814 County Hospital Road: a two-family label after three deferrals

BL2026-1481 would rezone 0.54 acres at 1814 County Hospital Road from RS10 to R10, which allows two-family homes. The Legistar file shows Parcel 190 on Map 069-16. The Planning Commission approved it on Dec. 11, 2025. Council filed it June 30, 2026, and passed it on first reading July 7.

Since then, the bill has been deferred three times, on Aug. 4, Sept. 1 and Oct. 6. It is back on the Nov. 5 public hearing notice. Neighbors who planned to speak at earlier meetings should confirm the agenda that week, since deferrals can happen again.

Hydes Ferry Road: three vacant lots, three possible duplexes

BL2026-1602 covers parcels 216, 217 and 218 near Ashland City Highway. Proverbs Build Homes is the applicant and owner. The Planning Commission approved the request 7-0 on Aug. 27.

The staff report explains the math. Based on acreage alone, RS7.5 would allow a maximum of three lots. Under R8, the site “would permit three duplex lots, where three single-family lots are currently permitted.” The lots have been zoned RS7.5 since 2024, were platted in 2025, and are vacant.

One lot needs work first. R8 requires a minimum 8,000-square-foot lot. Staff says the southern property is currently under 8,000 square feet, so a final plat to shift lot lines would be required if the rezoning passes. Staff also notes the site “could not be further subdivided” under R8.

Other figures from the report:

  • Traffic: an estimated increase of 37 daily weekday trips.
  • Schools: Cumberland Elementary, Haynes Middle and Whites Creek High. No additional students are projected.
  • Transit: two WeGo bus stops about one-third of a mile east on John Mallette Drive.
  • Policy: T3 Suburban Neighborhood Evolving in the Bordeaux-Whites Creek-Haynes Trinity Community Plan.

A corridor that keeps getting rezoned

These are not the first County Hospital Road changes. Council passed BL2025-724 on third reading on March 18, 2025, changing 1704 County Hospital Road from RS10 to RM9-A-NS. It passed BL2025-730 on April 15, 2025, moving 1809 County Hospital Road from RS10 to R10. On July 23, 2026, the Planning Commission also recommended approval of an RS10-to-R10 request for 1721 and 1723 County Hospital Road.

What it means for Bordeaux homeowners

Lot by lot, the zoning map around County Hospital Road is shifting from single-family-only to two-family and small multi-family. For an owner on a larger lot, that can change what a builder will pay. A lot that can carry a duplex or a small SP is worth more to a developer than one that can carry a single house. If your parcel is next to one of these sites, the new neighbors and traffic may matter more to you than land value.

If you plan to speak at the hearing, read the ordinance text first. Conditions such as the landscape buffer, the private-driveway note and the short-term rental ban are written into the SP bill itself, so they carry more weight than promises made at a community meeting. Comments that point to a specific condition are easier for Council to act on than general objections.

Before you list, pull your current zoning from the Metro map and ask whether a nearby rezoning changes your buyer pool. Investors watch Council agendas. Owner-occupant buyers often do not.

Metro Council will hold the public hearings on November 5, 2026, at 6:30 p.m. in the Metropolitan Courthouse, according to the published notice of zoning amendment proposals.

What is proposed at 1701 County Hospital Road?

BL2026-1598 would rezone 0.38 acres at 1701 County Hospital Road, at the northwest corner of Hydes Ferry Road, from RS10 to SP to permit six multi-family residential units. Short-term rentals would be prohibited.

Why has the 1814 County Hospital Road bill been deferred?

Legistar records show BL2026-1481 was deferred on August 4, September 1 and October 6, 2026. The file does not give a reason. The bill is on the November 5 public hearing notice.

How many homes could the Hydes Ferry Road rezoning allow?

The Planning Commission staff report says R8 would permit three duplex lots where three single-family lots are currently permitted. The southern lot needs a final plat to reach the 8,000-square-foot R8 minimum.

All three bills list Council Member Joy Smith Kimbrough of District 1 as sponsor on the Metro Legistar pages.
