The Knoxville-Knox County Planning Commission on Thursday, Aug. 13, 2026, approved 13-0 a revised concept plan and development plan for up to 255 multi-dwelling units on about 76 acres along Maryville Pike in south Knox County, the official case files and draft minutes show. Applicant Mesana Investments, LLC. Cases 8-SG-26-C and 8-F-26-DP. Motion by Commissioner Tim Hill and second by Vice-Chair Rich Levenson on both cases, carried unanimously 13-0. This is a revision of a prior Sevier Meadows Phase 2 approval. It is not the Magnolia PILOT, not Kerbela, and not the consent final plats already live on this desk.

Staff's concept-plan notes: the earlier plan (9-SB-25-C / 9-F-25-DP) featured 132 townhome lots and 127 single-family units, 259 units on individual lots. This revision puts 255 units of townhomes, duplexes, and single-family-style homes on one lot, with the road design unchanged but private instead of public. A Transportation Impact Study for Sevier Meadows Phase 2 says a southbound left-turn lane is warranted once the 12th housing unit is constructed. Condition: no more than 11 units may receive certificates of occupancy before that turn-lane work is done.

What did the 13-0 Maryville Pike vote actually approve?

A concept plan and a development plan, not a building permit and not a Knoxville-Knox County MLS median. The development-plan case page (8-F-26-DP) lists 0 Maryville Pike, east side of Maryville Pike north of Bayonet Lane, Commission District 9, 76.10 acres, Planned Growth Area. Staff recommended approval of up to 255 multi-dwelling units subject to four conditions, including a 35-foot maximum height for attached houses and a requirement to reforest graded slopes and/or reduce grading to the recommended Hillside Protection disturbance of 21.37 acres. The concept-plan case page (8-SG-26-C) lists 0 Goff Road, west side of Maryville Pike south of Maloney Road, 76.50 acres, one lot, and an alternative design standard raising the grade on private Road B from 12 percent to 12.92 percent. Draft minutes put the parcels at 135 02202, 02212, and 04602. This desk is writing both case numbers, not inventing a single address line the two files do not share.

Zoning split, from the development-plan staff report: about 6.5 acres along the entrance is PR(k) up to 2 dwelling units per acre, with a 13-unit cap in that piece; about 70 acres is PR up to 4 du/ac, with a 242-unit cap. Does 255 units on Maryville Pike reprice a south Knox house?

Not by itself. A concept plan and development plan are the paperwork that lets a zoned project move toward design plans and permits. They are not closed comps. Disclose the 255-unit revision, the private-road change, and the left-turn-lane trigger if a buyer asks what is happening on Maryville Pike, Goff Road, or Berry Road. Price the house to closed East Tennessee REALTORS MLS comps, condition, and days on market. Do not mark a Mount Olive ranch up because the commission printed 255. Do not cut it because the Hillside Protection disturbance still has to be pulled back to 21.37 acres or reforested.

This is not the 123-home Millertown Pike Mesana file already live. Different road, different case numbers, different unit count. Do not average Millertown and Maryville Pike into a fake Mesana citywide number. Freddie Mac's Aug. 27 survey has the 30-year fixed at 6.66%. A few basis points will not reprice a South Knoxville split-level the way a full point would. Waiting for that full point while other District 9 sellers list into the same dip is a different decision than Planning signed 255 units 13-0.

Can I buy the next Knoxville house before this one sells?
