113-Unit Altura Apartments Rise Off Ebenezer Road in West Knoxville
Knoxville News Sentinel published construction photos Friday of the 113-unit Altura apartments off Ebenezer Road. Hoodline put the land at two September 2024 closings totaling about $8.77 million. Knox Planning's 113-unit count is a separate detached-house subdivision on 33.14 acres.

Hoodline, writing Thursday, Aug. 20, put the same 113-unit count on a 57-acre tract that sold in two pieces in September 2024: Crescent Springs LLC paid $5.16 million for 23.45 acres, and S&E Properties LLC paid $3.61 million for 33.13 acres. Those two closings are the land story. The building story is the 113 apartments now rising on the Crescent Springs side. Do not collapse them into one 113-lot file.
What is actually under construction on Ebenezer Road?
Knox Planning's public cases for the S&E Properties piece are 6-H-24-DP and 6-SD-24-C, filed as Ebenezer Subdivision: 113 detached dwellings on 33.14 acres at 3.4 dwelling units per acre, east of Ebenezer Road north of Rosemont Boulevard, in PR(k) zoning capped at 4 units per acre. Sidewalks were required along the Ebenezer frontage. Related rezoning is 1-D-24-RZ. Those files describe houses, not apartments.
The apartment product is Altura. Knox News and Hoodline both use 113 units for the apartments now under construction. Hoodline's claim that Knox Planning zoned 113 multi-family units at 3.4 units per acre on the 57-acre tract mixes the subdivision density with the apartment name. This desk copies the planning cases as detached dwellings on 33.14 acres and copies Knox News as 113 apartment units under construction. Two products. Two owners. One road.
A May 28, 2024 Ardurra traffic impact study treated the subdivision and a separate adjacent apartment development as common traffic. Conditions included a southbound left-turn lane on Ebenezer at the apartment driveway and extending the northbound right-turn lane at Kingston Pike. Retention ponds were not to block a future Ebenezer widening. Water and sewer sit with First Utility District. The TIS also discussed a larger garden-style apartment concept on a future development area. This article does not treat that larger concept as Altura's unit count. Knox News's 113 is the number on the photos.
What did Knox County Commission actually vote on Ebenezer Road?
Hoodline wrote that Knox County Commission approved a $465,548 memorandum of understanding with Crescent Bend Development LLC in March 2025 for Ebenezer Road work. The posted March 31, 2025 minutes show Resolution R-25-3-402, a $465,548 MOU with Crescent Bend Development LLC for Ebenezer Road, deferred to April. That is a deferral, not a yes vote.
The April 2025 minutes show Resolution R-25-4-409, an MOU with Crescent Springs, LLC for Ebenezer Road improvements, passed 11-0. Those minutes do not print a dollar figure on the April item. This desk will not attach $465,548 to the April Crescent Springs vote. The $465,548 figure belongs to the March Crescent Bend item that was deferred. The 11-0 Crescent Springs MOU is the recorded road vote.

What does 113 new apartments do to a $400K-plus West Knox listing?
They add renters, not a new comparable for your two-story. A $400,000-plus house in Farragut, Sequoyah Hills-adjacent West Knox, or the Ebenezer corridor still prices off closed sales, not off a pad that is not leased. The July East Tennessee REALTORS MLS tape is the number that matters: $385,000 median, 10,700-plus active listings, about 5.5 months of supply, 68 days on market. Closings ran about 9 percent ahead of last July and about 8 percent ahead year to date.
If you live next to Highlands at Ebenezer or along Ebenezer Road north of Rosemont, the construction photos are the neighborhood fact a buyer will ask about. Disclose the apartments. Disclose the 113-lot subdivision file. Do not mark the house up because a new product is pouring slabs. Construction traffic on Ebenezer is a showing-day problem, not a 5 percent bump.
Freddie Mac's Aug. 20 Primary Mortgage Market Survey put the 30-year fixed at 6.65%, down from 6.67% the week of Aug. 13. Two basis points will not reprice a West Knox house. Waiting for a full point off will. Other sellers will list into that dip.
Can I buy the next West Knox house before this one sells?

- Price off July closed comps, not off a $5.16 million land sale or a 113-unit rent roll that does not exist yet.
- Plan showings around construction traffic. A dark Sunday on a road with dump trucks is how a 68-day clock becomes 90.
