Knoxville City Council on Tuesday, Aug. 18, 2026, authorized the Industrial Development Board to negotiate a payment-in-lieu-of-taxes agreement with WP South Acquisitions LLC for a $98.5 million project of 335 apartments at Patton Street and Georgia Street, the city said in an official news release. One-tenth of the units are designated as affordable workforce housing. The plan includes 420 structured parking spaces and a pedestrian bridge over First Creek. The same night, council approved a $3.1 million Phase 3 Magnolia Avenue streetscape, already funded, from North Bertrand Street to North Kyle Street. Adams Contracting is the contractor. Does a $98.5 million Magnolia PILOT reprice an East Knox house?

Not by itself. A PILOT is a tax-abatement negotiation on a named project. It is not a comparable sale. Disclose the 335-unit plan and the $3.1 million streetscape if a buyer asks what is happening on Magnolia. Price the house to closed comps, condition, and days on market. Do not mark a Parkridge bungalow up because the city printed $98.5 million. Do not cut it because one-tenth of the apartments are workforce housing. The $4.5 million Transforming Western add, the KCDC North Waterfront study, and the $270,000 CDBG round are live as separate posts. They are not this lead.

Freddie Mac's Aug. 27 Primary Mortgage Market Survey has the 30-year fixed at 6.66%. A few basis points will not reprice a Holston Hills ranch the way a full point would.
