Knoxville Votes 7-1 to Start KCDC North Waterfront Study

Knoxville City Council voted 7-1 last week to start a KCDC North Waterfront study from the Henley Street Bridge to Kingston Pike.

Knoxville City Council last week approved the first step of a three-part North Waterfront redevelopment plan, The Knoxville Focus reported in its Aug. 24, 2026, edition. Knoxville's Community Development Corporation introduced a tentative plan to study the waterfront from the Henley Street Bridge to Kingston Pike. With Councilman Denzel Grant absent, the council voted 7-1. At-large Councilmember Amelia Parker voted no. This is not the World's Fair Park TIF already live on this desk. This article is the 7-1 first step, the three-part sequence, and Ben Bentley's promise that no owner-occupied property would be taken and no eminent domain used.

Knox News dated the vote Tuesday, Aug. 18, 2026, and described the same action as approval for Mayor Indya Kincannon and KCDC to create a redevelopment district. The Focus is the clip this desk was assigned. The Aug. 18 date is Knox News. Do not collapse this study vote into the TIF dollar story already published. If a buyer asks whether council "passed a TIF," send them to that live URL. If they ask whether KCDC is studying Henley-to-Kingston and whether owner-occupied houses are on the table, this is the file.

What did City Council actually approve 7-1?

The first step of a three-part plan, District Two Councilmember Nathan Honeycutt told the Focus: establishment of the boundary, creation of a plan with public input, and implementation of the final plan. KCDC Executive Director Ben Bentley said numerous public-input sessions will be held, with a final plan introduced after research on historic and other structures. That master plan will probably be announced in January. Bentley promised no owner-occupied properties would be taken, no eminent domain used, and residents of Maplehurst would be consulted.

The University of Tennessee sits inside the proposed boundary. The Focus: UT has purchased the Maplehurst area and plans an Innovation District there for research, technology, and entrepreneurship. UT's entertainment district next to Neyland Stadium is inside the line, as is development around the future pedestrian bridge. UT's Matthew Scoggins commented on the importance of planning and noted the university's purchase of Maplehurst. At-large Councilwoman Lynne Fugate called UT "the elephant in the room" and said town and gown should work together. She also said she was disappointed the public was not notified earlier and pushed Bentley for a "public process." District One's Karyn Adams urged Bentley to add the map and plan to the KCDC website. Parker was critical of the strategies used in redevelopment and asked what properties might be taken. Mayor Kincannon said the plan has "a lot of moving parts with more to come."

The overall plan, the Focus wrote, would have KCDC oversee a network of pedestrian, bicycle, and vehicle infrastructure, open spaces, waterfront amenities, and preservation and reuse of historic structures. That is a study-and-boundary sentence. It is not a demolition schedule. It is not a taking map. Bentley's no-eminent-domain line is the housing fact on the tape.

Is this the World's Fair Park TIF already on this desk?

No. That live piece is the TIF-and-World's-Fair-Park dollar file. Knox News, writing around the Aug. 18 meeting, described a redevelopment district that can sit near World's Fair Park, the Neyland entertainment district, and Maplehurst. The city's own July 7, 2026, release is earlier in the same file: council that night supported requesting that KCDC create a redevelopment plan from the Henley Bridge to Third Creek, stretching from World's Fair Park through Maplehurst to Neyland Drive, with no additional funding because the city already funds KCDC. July 7 is a request. Aug. 18 is the first-step approval the Focus wrote last week. Do not date the 7-1 to July.

Maplehurst residents should read Bentley's consultation promise and Fugate's demand for a public process. Fort Sanders and North Knoxville owners along Kingston Pike should read the Focus boundary, not a rumor that the city is taking houses. Parker voted no and asked what might be taken. That is a dissent. It is not a taking. Bentley said there would not be one for owner-occupied property.

Does a 7-1 North Waterfront study reprice a Knoxville house?

No. East Tennessee REALTORS MLS for July 2026, as copied from the live desk: $385,000 median, 10,700-plus active listings, about 5.5 months of supply, 68 days on market. A KCDC study with a January master-plan target is not a comparable for a bungalow in Fort Sanders, a house off Kingston Pike, or a condo above the river. Disclose the file if you back up to Maplehurst or sit inside the Henley-to-Kingston description. Do not mark the house up $40,000 because UT bought Maplehurst. Do not cut $40,000 because Parker voted no. Price the asset you have.

Freddie Mac's Aug. 20 survey put the 30-year at 6.65%, down from 6.67% on Aug. 13. Two basis points will not reprice a $385,000 median. Waiting for a full point off will. Other North Knox and Fort Sanders sellers will list into that dip. Kerbela's 15-day appeal and Altura off Ebenezer Road are different live URLs. Do not mix a South Knox 55-and-older building into a North Waterfront CMA.

Can I buy the next Knoxville house before this one sells?

You can write the offer. A contingent contract on a 68-day clock with 5.5 months of supply is a maybe. The next seller in Fountain City or Bearden often has a buyer who is not waiting on KCDC's January meeting.
