Knox County Sets Sept. 21 Hearing on Data-Center Moratorium

An Aug. 21 public notice sets Knox County Board of Commissioners for Monday, Sept. 21, 2026, at 5:00 p.m. in the Main Assembly Room to consider data-center moratorium 8-B-26-OB after Planning approval, plus six printed rezoning cases.

Knox County Commission notices a Sept. 21, 2026, 5 p.m. hearing on data-center moratorium 8-B-26-OB plus six rezonings.

Knox County Board of Commissioners will take up a proposed moratorium on data centers in Knox County — case 8-B-26-OB — at a public meeting Monday, Sept. 21, 2026, at 5:00 p.m. in the Main Assembly Room of the City-County Building, 400 Main St., Knoxville. The Aug. 21, 2026, public notice lists that other-business item after Planning Commission action to approve the proposed moratorium, and it stacks six plan-amendment and rezoning cases on the same hearing night. That is the locked Knox tape for this desk. It is not the Planning Commission recommendation already live on this desk as the freeze-through-June-2027 file. It is the Commission hearing date.

The notice is the primary. NoticeRegistry reproduced the full text, including the Planning Office suite 403 pointer and knoxplanning.org/agenda for documents. Do not invent a roll-call for Sept. 21. Do not invent a moratorium end date on this page that the Commission has not voted. The Planning Commission recommendation is already covered. Tonight's job for this desk is the Commission calendar, the docket list, and what owners near the listed addresses should track before they rewrite a listing price.

What is Knox County Commission actually noticing for Sept. 21?

A 5:00 p.m. meeting in the Main Assembly Room, City-County Building, 400 Main St., Knoxville, on Monday, Sept. 21, 2026. Under Other Business: 8-B-26-OB — Knox County Commission — consideration of a moratorium on data centers in Knox County, with Planning Commission action listed as approve the proposed moratorium. Under Plan Amendments/Rezonings, the same notice lists six cases Planning already acted on: 7-O-26-RZ (4628 Crippen Rd., PR up to 3 du/ac with one condition); 8-A-26-PA/8-A-26-RZ (7729 Strawberry Plains Pike, plan amendment to RCC and rezoning to CR); 8-B-26-RZ (5317, 5501, 5507 E Emory Road and 0 Quarry Road, RA); 8-C-26-RZ (6427 McFall Rd., RA); 8-B-26-PA/8-B-26-RZ (0 E Raccoon Valley Dr., plan amendment to BP and HP and rezoning to LI); and 8-F-26-RZ (6806, 6812 E Emory Rd., PR up to 5.25 du/ac). Those are the printed lines. Nothing else belongs in the lead.

ADA language in the notice points residents who need accommodations to the Knox County ADA office. Documents sit at knoxplanning.org/agenda or in suite 403. Bring the case number, not a Facebook paraphrase, if you plan to speak.

Does a noticed data-center moratorium hearing reprice a Knox County house?

Not by itself. A Commission hearing on a freeze is a land-use pause question, not an East Tennessee REALTORS MLS comparable. Disclose it if a buyer asks whether Knox County is about to stop new data-center approvals. Price the house to closed comps, condition, and days on market. Do not mark a Powell or Halls listing up because 8-B-26-OB is on the calendar. Do not cut a Strawberry Plains Pike house because 8-A-26-PA is on the same notice. The live Planning recommendation post already explained the freeze-through-June-2027 recommendation. This post is the Commission date that can accept, amend, or reject that recommendation.

Owners near the printed addresses should pull the staff reports before inventing a density story. 8-F-26-RZ on E Emory Road is Planned Residential up to 5.25 dwelling units per acre on Planning's recommendation. 7-O-26-RZ on Crippen Road is Planned Residential up to 3 du/ac with one condition. Those are Planning actions listed for Commission consideration. They are not final Commission votes until Sept. 21 produces a record. Freddie Mac's Aug. 27 survey has the 30-year fixed at 6.66% and the 15-year at 5.98%. Rate context belongs in the table; it does not rewrite a rezoning notice.

Can I buy the next Knox house before this one sells?

You can write the offer. A contingent contract on a Knox County clock is still a maybe when the next seller already has a buyer who is not waiting on a data-center moratorium hearing. Our proven system puts a written sale date under this house so the next offer is a real buyer.* If you need a date certain, ask about a cash offer. The two-house trap did not change because 8-B-26-OB landed on a Sept. 21 notice: you cannot honor the next address until this one is settled, and you will not list until you know where you are going. A light-industrial ask on Raccoon Valley does not fix a broken contingency chain.

How is this different from the Planning freeze post already live?

The live Planning post is the recommendation — a data-center freeze through June 2027 from the Planning Commission. This file is the Knox County Board of Commissioners hearing date, docket 8-B-26-OB, plus the six rezoning and plan-amendment lines printed in the Aug. 21 notice. One is a recommending body. One is the elected board that can lock a moratorium. Do not mash them into one "Knox already froze data centers" headline before Sept. 21 votes. Keep Maryville Pike 255 units, Magnolia PILOT talks, and North Waterfront TIF in their own folders; none of those is 8-B-26-OB.

Owners who only skim headlines should still separate the bodies. Planning can recommend. Commission can adopt, amend, defer, or reject. Until the Sept. 21 minutes post, the only safe verbs are "noticed," "listed," and "Planning already approved for recommendation." Do not tell a buyer the county banned data centers on the strength of an Aug. 21 notice alone. Do not tell a seller to reprice because 8-F-26-RZ prints 5.25 dwelling units per acre on a Planning line.

What should Knox County owners do this week?

  1. Keep the Aug. 21 notice: Sept. 21, 5:00 p.m., Main Assembly Room, 8-B-26-OB data-center moratorium plus the six printed rezoning lines.
  2. If you own near Crippen, Strawberry Plains Pike, E Emory, Quarry Road, McFall, or E Raccoon Valley Drive, open knoxplanning.org/agenda for the staff maps before Sept. 21.
  3. Price to closed comps in East Tennessee REALTORS MLS territory — not to a noticed hearing.
  4. If you are under contract near any printed address, ask for the staff report PDF before renegotiating over a rumor.
  5. Start with a home evaluation. Ask about a cash offer if timing is the problem.
