Foundries District Apartments Break Ground Nov. 13: 287 Units Next to Erlanger Park on Chattanooga’s South Side
The first homes in Chattanooga’s Foundries District break ground Nov. 13: a six-story building with about 287 apartments just north of Erlanger Park, plus a 550-space parking structure. Completion is expected in fall 2028 on the former U.S. Pipe and Wheland Foundry site.
The first homes in Chattanooga's Foundries District are about to start. Local leaders and development partners will break ground Friday, Nov. 13, at 10:30 a.m. on a six-story apartment building just north of Erlanger Park, the new ballpark on the old foundry land off South Broad Street.
Chattanoogan.com's headline calls it a $100 million residential development. The article body does not break down that figure, so it is reported here as the headline states it.

Views and location
The release describes views of Erlanger Park, Lookout Mountain and the Tennessee River. It also says the building will put hundreds of new residents within feet of the ballpark, the Riverwalk, restaurants and entertainment.
Why it matters for the South Side
The Foundries District sits on the former U.S. Pipe and Wheland Foundry, which became Erlanger Park. The release calls this building the first of many major private investments the ballpark has drawn. It describes a mixed-use district meant to connect South Broad Street, downtown, nearby neighborhoods and the riverfront.
Jim Irwin, president of New City Properties, said, "Despite macroeconomic headwinds, we and our investment partners, EBSCO Real Estate and Sweetwater Holdings, are proud to be taking this step."
Andy Stone, a partner at Perimeter Properties, called it "a major vote of confidence for the Foundries District." He said the goal is a neighborhood active year-round, not just on game days.
Jason Freier, managing owner of the Chattanooga Lookouts, said the team looks forward to welcoming the district's first residents.
What to watch next in the Foundries
- Commercial space: The parking structure is planned to serve future commercial space. Watch for announcements of shops and restaurants.
- Game-day parking: The same structure adds parking for game days, which affects how cars move around the ballpark.
- The next private project: The release describes this as the first of many investments. The next building will show how fast the district fills in.
- Construction impacts: Work starts after the groundbreaking and runs toward a fall 2028 finish.

East Brainerd indoor sports facility vote Nov. 4
The County Commission votes Wednesday, Nov. 4, on a rezoning for a 50,000-square-foot indoor sports facility on East Brainerd Road. Joseph Parks of March Adams engineers said it would have three tennis courts, four pickleball courts, a basketball court and practice areas for baseball and softball.
The Planning Commission recommended denial. County planning director Nathan Janeway said Commissioner Lee Helton had told him he was opposed, and that the change to commercial zoning was not in line with Plan Hamilton. Helton now says he is in favor. He said there is some opposition over traffic and the commercial zoning, but "I have received more positive feedback than negative."
Helton said the facility would apparently run on memberships. East Hamilton principal Brent Eller said nearby school coaches support it: "Our coaches are very much on board with partnering with them." He said young athletes often travel long distances to find a place to practice.
Parks said the site is steep. Woods along the road, at the top and around the edges would stay, and the building would sit about 90 feet above the roadway. Officials said the request was filed before the commission put Plan Hamilton in place. Airport garage gets more state money
Chattanooga Airport received another $9,255,200 in state funding for its new parking garage, bringing the state grant to $22,325,313. The report describes a $35 million garage adding 1,600 spaces and opening in February 2027. It also says state funding covers about 95% of the cost, but the stated $22,325,313 grant is about 64% of $35 million. Those figures do not reconcile in the report.
Airport President and CEO April Cameron said the airport keeps setting passenger records and called the garage a much-needed improvement for traveler comfort and safety. State Sen. Bo Watson said the grant "will help support our growing airport, and in turn, our growing and thriving community." For buyers moving to the Chattanooga area for work, easier airport parking is a small but real quality-of-life item.

What it means for Chattanooga homeowners
Near South Broad and the ballpark
About 287 new rentals will not open until fall 2028, so the near-term effect on nearby home prices is mostly about plans and buyer interest. Owners in the neighborhoods around South Broad will hear more from buyers who want to be close to Erlanger Park and the Riverwalk. More traffic on game days and during construction is part of the trade.
Outside the downtown core
In East Brainerd, the Nov. 4 vote is a test of how the County Commission treats requests filed before Plan Hamilton took effect. Opponents raised traffic and the move to commercial zoning. Supporters point to practice space for local young athletes. Either way, the result will shape what can go on wooded, steep parcels along that road.
