Hamilton County Plans a Roundabout at East Brainerd Road and London Lane as Chattanooga Sets a Nov. 10 Rezoning Hearing

Hamilton County plans to rebuild the East Brainerd Road and London Lane intersection as a single-lane roundabout, with floodplain comments due Nov. 5. Chattanooga City Council will hold a Nov. 10 hearing on rezonings including 8212 Shallowford Road and 1244 Gadd Road.

Hamilton County plans to rebuild the intersection of East Brainerd Road and London Lane as a single-lane roundabout, and it is taking public comments through Nov. 5. A notice signed by Hamilton County Mayor Weston Wamp and dated Oct. 21 says the work would use a federal Community Development Block Grant and touches a 100-year floodplain and floodway.

Across the city line, Chattanooga City Council has set a Nov. 10 public hearing on a batch of rezonings. They include a request to move part of 8212 Shallowford Road to TRN-1 Traditional Residential Neighborhood and a request at 1244 Gadd Road that planners recommended denying.

The East Brainerd Road and London Lane roundabout

The county says it will remodel the intersection into a single-lane roundabout to address traffic flow and safety because of growth in the area. The notice says the roundabout will ease congestion, keep traffic moving and improve safety at the intersection.

The work is planned on the existing roadway and right of way at the intersection. The grant is listed under number B-25-DR-47-0001. The published notice leaves the project cost estimate blank, so no dollar figure is available yet.

Why there is a floodplain notice

Because federal grant money would pay for work in a floodplain, HUD rules require the county to evaluate the effect on the floodway, floodplain and wetland and to tell the public first. The notice gives three reasons for that step:

  • People who may be affected by floodplain work, and people who care about the natural environment, get a chance to raise concerns and share information.
  • Public notice is an educational tool about floodplains.
  • When the federal government takes part in floodplain projects, it must tell people who may be put at greater or continued risk.

How to comment

Written comments must reach Hamilton County Development Services, Attn. Autumn Friday, 1250 Market Street, Suite 3046, Chattanooga, TN 37402, on or before Nov. 5, 2026, to the attention of the county mayor. Comments can also go by email. A full project description is available to review at the same office from 9 a.m. to 4 p.m.

Chattanooga Council’s Nov. 10 rezoning hearing

Clerk to the Council Nicole S. Gwyn signed the hearing notice on Oct. 19. Council will hear anyone whose property may be affected by the amendments, or who is otherwise interested, at 3:30 p.m. Nov. 10 in the City Council Assembly Room of the John P. Franklin Sr. Council Building, 1000 Lindsay Street. The notice calls it a recessed meeting. Anyone who needs an auxiliary aid or other help to take part should contact the Clerk to Council at least 48 hours ahead.

Where the planners and their staff split

The Regional Planning Commission’s recommendations, listed in the council notice, do not always match the staff recommendations printed on the commission’s Oct. 12 agenda.

8212 Shallowford Road

Stone Creek Consulting, LLC, through Allen Jones, asks to rezone part of 8212 Shallowford Road from RN-1-6 Residential Neighborhood to TRN-1 Traditional Residential Neighborhood. The case was deferred from the commission’s Sept. 14 meeting, and staff recommended denial. The commission recommended approval subject to conditions, so the request reaches council with a split record.

1244 Gadd Road

Martin Capistran asks to rezone 1244 Gadd Road from RN-2 to RN-3 Residential Neighborhood. Staff recommended denial, and so did the commission. Council can still hear the case and decide.

Hamill Road and Broad Street

ASA Engineering, through Jeff Sikes, seeks C-C Commercial Corridor zoning on parts of 2105 Hamill Road and 5020 Old Godsey Lane. Vetestate, LLC, through Samuel Turnipseed, seeks C-C on part of 3147 Broad Street. Both carry commission approval despite staff denial recommendations. The Broad Street case is the former barbecue site covered in Hamilton Planners Back 118 Homes on Dallas Lake Road and a Bank at the Old Buck’s BBQ Site.

Riverfront, Watkins Street and code changes

The same hearing includes the Riverfront Parkway open space case, the request to lift a condition on South Watkins Street and East 17th Street properties, and amendments to the zoning ordinance’s definitions, zone and map, uses and landscape articles. For background on the riverfront case, see Chattanooga Planners Back Open Space Zoning for Ross’s Landing Eateries and Lift a Mill Town Condition.

The Watkins Street request, case 2026-0122 from Ethan Collier, covers 1601, 1603, 1605, 1607 and 1611 South Watkins Street plus 2314 and 2316 East 17th Street. It would lift Condition No. 2 from Ordinance No. 13715, tied to a 2021 case, subject to certain conditions.

The two documents give different adoption dates for the current zoning ordinance, Ordinance No. 14137. The council notice says it was adopted July 23, 2024. The commission’s Oct. 12 agenda says July 12, 2024.

Chattanooga-area dates to watch

  • Nov. 5, 2026 — written comments due to Hamilton County on the East Brainerd Road and London Lane roundabout.
  • Nov. 10, 2026, 3:30 p.m. — Chattanooga City Council public hearing, 1000 Lindsay Street.

What it means for homeowners

  • Road work changes daily routines. A roundabout build can bring detours for a while. Long term, the county says the goal is smoother, safer traffic. Buyers often notice commute changes first.
  • Zoning sets what can go next door. TRN-1, RN-3 and C-C each allow different things than the zones they would replace. If you live near one of these parcels, read the case file before the hearing.
  • Split votes are worth watching. When staff and the commission disagree, council has the final word.
