Chattanooga City Council notices Tuesday, Sept. 15, 2026, at 3:30 p.m. in the Assembly Room of the John P. Franklin Sr. City Council Building, 1000 Lindsay Street, for case 2026-0103: rezone 5502 Dayton Boulevard from RN-2 Residential Neighborhood Zone to C-NT Neighborhood Transition Commercial Zone, subject to conditions. The Chattanooga-Hamilton County Regional Planning Commission recommended approval for Ingram, Gore and Associates c/o Joseph Ingram. That is the locked Chattanooga tape for this desk — not the 1307 Hixson Pike C-NT file already drafted on our site, not Plan Chattanooga’s delayed adoption vote, and not the Mountain Creek RN-3 request recommended for denial on the same notice.

Clerk Nicole S. Gwyn’s Aug. 15, 2026, notice packages four land-use items for the same Sept. 15 hearing. Dayton Boulevard’s C-NT ask sits beside Hixson Pike’s institutional-to-C-NT request, a Mountain Creek densification case Planning wants denied, and a Champion Road condition-lift amendment tied to Ordinance No. 13479 and prior Case 2021-209. Neighborhood Transition Commercial is the city’s tool for small-scale commercial edges next to residential fabric. Conditions matter as much as the zone label.

What is case 2026-0103 on Chattanooga’s Sept. 15 Council hearing?

Ingram, Gore and Associates c/o Joseph Ingram requests rezoning of 5502 Dayton Boulevard from RN-2 Residential Neighborhood Zone to C-NT Neighborhood Transition Commercial Zone, subject to certain conditions. The Chattanooga-Hamilton County Regional Planning Commission recommended approval. City Council notices a public hearing for Tuesday, Sept. 15, 2026, at 3:30 p.m. in the Assembly Room of the John P. Franklin Sr. City Council Building, 1000 Lindsay Street.

Dayton Boulevard through Red Bank and the North Chattanooga edge already mixes houses, churches, and small commercial pads. A C-NT map change is how the city decides whether another neighborhood-scale commercial use belongs on 5502. Bring the condition sheet to the hearing if you own next door. Do not invent a drive-through, a multifamily count, or a square-footage cap the clerk notice does not print.

What other rezoning cases share that Sept. 15 hearing notice?

The Aug. 15 clerk notice also lists 2026-0097 at 1307 Hixson Pike (INST to C-NT, recommended approval), 2026-0100 at 1123 Mountain Creek Road (RN-1-7.5 to RN-3, recommended denial), and 2026-0098 at 5251 and 5313 Champion Road (lifting conditions from Ordinance No. 13479 / prior Case 2021-209, with a Planning Commission recommendation to deny as requested and instead lift conditions 3, 4, and 6 while amending condition 5 for 5313 Champion Road only).

A second clerk notice dated Aug. 19/20, 2026, puts zoning-text amendments on the same Sept. 15 clock: amend the Use Matrix so standalone or accessory drive-throughs are permitted outside the Urban Overlay Zone, and amend stacking sections so no drive-through ingress or egress crosses the Riverwalk or a Greenway Connector. That text fight is citywide policy. The Dayton Boulevard case is a mapped parcel. Keep them separate when you talk to buyers.

Does a C-NT hearing on Dayton Boulevard reprice my Red Bank or North Chattanooga house?

Not by itself. A Neighborhood Transition Commercial rezoning sets which commercial uses can locate on that parcel under conditions. It is not a Greater Chattanooga Association of REALTORS MLS closed sale. Disclose corridor rezoning if a buyer asks. Price to closed comps, condition, and days on market.

Freddie Mac’s Sept. 3 average is 6.71% on the 30-year fixed. Hamilton County purchase demand will not reprice overnight on five basis points. It will notice a C-NT hearing on Dayton Boulevard if your listing’s showing route runs past the site. Put the clerk PDF in the disclosure pack.

Champion Road’s condition-lift fight (2026-0098) is a reminder that older planned projects often return as ordinance housekeeping. Planning’s recommendation on that item is not a blank wipe of every condition: the clerk notice says denial as requested, with approval instead to lift conditions 3, 4, and 6 and amend condition 5 for 5313 Champion Road only, subject to new conditions. Mountain Creek’s 2026-0100 densification ask is recommended for denial. Bundle the four cases only as a hearing night — argue each parcel on its own paper.

County process runs on a parallel track. Hamilton County’s Planning Department page notices Zoning Committee on Sept. 2 and a full Commission zoning public hearing on Sept. 16 at 5:00 p.m. in the Courthouse commission room, including place-type and rezoning items outside city limits. City C-NT on Dayton Boulevard does not decide those county files. Sellers who own across the city–county line should track both calendars. If your showing route uses Dayton Boulevard or Hixson Pike on Sept. 15 afternoon, build extra time around the Council Building and expect residents to be downtown for the 3:30 p.m. hearing.

What else is on Chattanooga’s mid-September land-use calendar?

A separate Aug. 20 clerk notice sets the same Sept. 15, 3:30 p.m. meeting for zoning-text amendments on standalone or accessory drive-throughs outside the Urban Overlay Zone, plus stacking rules that bar drive-through ingress/egress from crossing the Riverwalk or a Greenway Connector. Hamilton County’s Planning page lists Regional Planning Commission on Sept. 14 at 1:00 p.m. at the Development Resource Center and a County Commission zoning public hearing on Sept. 16 at 5:00 p.m.
