Chattanooga Posts Cowboy Ridge Dayton Blvd Withdrawal on Sept. 15
Chattanooga’s revised Sept. 15, 2026, Council agenda puts case 2026-0095 (Cowboy Ridge, LLC) on first reading to rezone 6411, 6511, and 6611 Dayton Boulevard from RN-1-6 to RN-1-3 — marked deferred from Aug. 11, 2026, with a Request for Withdrawal.
Chattanooga City Council’s revised Tuesday, Sept. 15, 2026, 3:30 p.m. agenda lists Planning first-reading item 2026-0095 for Ben Hagaman and Ben Peppers c/o Cowboy Ridge, LLC: an ordinance to rezone 6411, 6511, and 6611 Dayton Boulevard from RN-1-6 Residential Neighborhood Zone to RN-1-3 Residential Neighborhood Zone, subject to certain conditions, in District 1.
The Planning Commission version line on the revised agenda is marked recommended for approval by Planning Commission, deferred from Aug. 11, 2026, and tagged Request for Withdrawal. Staff and Applicant versions of the same RN-1-6 to RN-1-3 ordinance also appear under the same case number.
What 2026-0095 asks — and what Request for Withdrawal means for neighbors
RN-1-3 is a tighter residential lot standard than RN-1-6. The agenda frames the change across three Dayton Boulevard addresses, not a single parcel. A withdrawal request on a deferred first reading can end the live map change without a final ordinance — but only the Clerk’s action that night, or later minutes, confirms whether Council accepted the withdrawal, deferred again, or still heard a version.
Homeowners should not treat Planning Commission’s prior approval recommendation as a finished rezoning while the agenda still prints Request for Withdrawal.

Keep 2026-0095 separate from 5502 Dayton Boulevard
The same first-reading Planning block also carries 2026-0103 at 5502 Dayton Boulevard — RN-2 to C-NT Neighborhood Transition Commercial — a different case with its own staff and applicant versions. Do not average Cowboy Ridge’s residential lot-size ask with the C-NT commercial-transition file when you brief a seller on the Dayton Boulevard rezoning.
Mountain Creek, Hixson Pike, and Champion Road condition cases on the same night are likewise separate ordinance lines. Use the case number 2026-0095 when you speak or update disclosures. The same revised PDF also prints the proposed Tuesday, Sept. 22, 2026 Council agenda, where 2026-0095 appears again with the identical tags — recommended for approval by Planning Commission, deferred from 08-11-2026, and Request for Withdrawal — so the case was still carried forward after the Sept. 15 night.
Disclosure language that matches the revised agenda
Cite the case, the three addresses, and the status tags: 2026-0095 — 6411, 6511, and 6611 Dayton Boulevard — RN-1-6 to RN-1-3 — deferred from Aug. 11, 2026 — Request for Withdrawal on the Sept. 15, 2026, revised Council agenda. After the meeting, replace that sentence with whatever the Clerk records: withdrawn, deferred, or approved on first reading.
If Staff and Applicant versions differed on conditions, say which version Council moved. Title companies will ask.
Print both the Planning Commission version tags and the Staff Version line when you brief a seller. One line carries the certain-conditions clause and the withdrawal request; another prints Staff Version without repeating every tag. Attribute each sentence to the version you copied.
Do not confuse Cowboy Ridge’s three-address residential ask with 5502 Dayton Boulevard’s C-NT commercial-transition case on the same first-reading block. Different case numbers, different zone asks, different underwriting questions.
After Sept. 15, replace any listing remark that says the rezoning is pending with the Clerk’s actual disposition — withdrawn, deferred, or first-reading approval — so buyers are not underwriting a ghost ordinance.
Bring case number 2026-0095 to the Clerk window if the livestream chat truncates the motion.
Underwriting checklist before you price the house
Print the agenda page that names your case. Circle the tax map or parcel ID. Circle the staff recommendation line. Circle any conditions, deferrals, or withdrawal tags. Bring that marked page to your listing consult so the conversation stays tied to the primary text instead of a secondhand summary.
Ask staff whether revised plans were filed after the agenda published. Ask whether companion parcels were added. Ask how any granted relief or conditions will appear on a recorded plat or ordinance. Those three questions prevent most closing-week surprises when a neighbor’s file is still moving through a board.
If you are the seller two doors down, update your disclosure after the vote posts — not after a social post. If you are under contract, map the case number into any zoning or inspection contingency you already negotiated so both sides know what calendar event matters.
What’s happening in Chattanooga this week
- City Council — Tuesday, Sept. 15, 2026, 3:30 p.m.: 2026-0095 Cowboy Ridge Dayton Boulevard RN-1-6 to RN-1-3 (withdrawal request); plus separate Dayton C-NT, Mountain Creek, Hixson Pike, and Champion Road items.
- Strategic Planning earlier the same afternoon includes a Historic Landmark Resolution slot on the committee schedule.
- Proposed Sept. 22 Council calendar remains the next recess night for items that slip past Sept. 15.
- Confirm Clerk minutes on 2026-0095 before you advertise a neighboring Dayton Boulevard listing as rezoned.
What sellers should do next
If your Chattanooga home sits near 6411–6611 Dayton Boulevard, treat 2026-0095 as a withdrawal-watch diligence item. Know whether Council accepted the withdrawal or kept a first-reading path alive.
Combine that Council night with a current price opinion. Lot-size map changes — even ones that withdraw — change buyer questions overnight. Need a clear number? Start with a free home valuation or ask about a cash offer.

Homeowners who need to sell before they buy should treat local government calendars as part of the underwriting file. Bring the exact case number, tax map, or agenda item to staff, then decide whether list price, inspection length, or possession date needs to move. A free home valuation and a cash-offer conversation are tools for that decision — not substitutes for reading the primary packet yourself.
Buyers should put utility, zoning, and transportation contingencies in writing when a live file sits next door. Sellers should disclose what is known, attach the agenda link, and avoid predicting a vote that has not been recorded. That discipline keeps East Tennessee closings on schedule when Council or Board calendars slip a week.
When a packet lists a recommendation rather than a final ordinance, keep your MLS remarks factual: cite the case number, the meeting date, and what staff actually wrote. Do not promise a buyer a completion date that depends on a board that has not yet voted. If your next purchase cannot wait, ask about a cash offer or start with a free home valuation so pricing reflects calendar risk instead of wishful timing.
