Veterans Boulevard Extension: Overnight Dolly Parton Parkway Lane Closures Nov. 2–6 on the $26 Million Sevierville Job
Single-lane overnight closures are set for Dolly Parton Parkway between Veterans Boulevard and Robert Henderson Road from Nov. 2 through Nov. 6. The work is part of a $26 million TDOT contract that extends Veterans Boulevard across the Little Pigeon River, with completion set for Sept. 30, 2027.
If you drive Dolly Parton Parkway in Sevierville after dark next week, plan for one lane. Overnight single-lane closures are scheduled between Veterans Boulevard and Robert Henderson Road starting Monday, Nov. 2, and running through Friday, Nov. 6.
The work belongs to one of the biggest road jobs in Sevier County right now: the State Route 449 extension of Veterans Boulevard south across the Little Pigeon River to Robert Henderson Road, plus upgrades on Dolly Parton Parkway. The Tennessee Department of Transportation (TDOT) contract is worth just under $26 million and is set to be finished by Sept. 30, 2027.
The Nov. 2–6 overnight closures
According to The Mountain Press, Charles Blalock & Sons is installing storm drainage structures for TDOT as part of the widening work. Single lanes will close nightly from 7 p.m. to 6 a.m. All lanes are expected to reopen each morning before 6 a.m.
Expect short delays and shifting traffic patterns, and watch for workers and equipment in the work zone. If you run a business, manage short-term rentals or have guests checking in late along the Parkway, tell them about the overnight lane drop before they arrive.
What the $26 million contract covers
TDOT's latest posted progress estimate for contract CN261011 lays out the scope. It covers new construction on the SR 449 extension from US 411 (Dolly Parton Parkway) to near Robert Henderson Road, along with improvements on US 411 from SR 448 (North Parkway) to Eastgate Road.
The contract is split into two projects:
| Item | Detail |
|---|---|
| Contractor | Charles Blalock & Sons, Inc. |
| Current contract amount | $25,993,100.79 |
| SR 449 extension project (bridge, retaining wall, signals, paving) | $21,936,979.02 |
| US 411 / Dolly Parton Parkway project, SR 448 to Eastgate Road | $4,056,121.77 |
| Let / awarded | Feb. 6, 2026 / March 2, 2026 |
| Notice to proceed | March 27, 2026 |
| Work began | May 11, 2026 |
| To be completed | Sept. 30, 2027 |
| Earned to date (pay period ending Sept. 20, 2026) | $3,701,259.10 |
| Percent time used / percent complete (by dollars) | 32.19% / 11.87% |
| "Percent behind" on the report | 20.32% |
Reading the progress numbers
The estimate covers the pay period from Aug. 21 to Sept. 20, 2026. By then, 178 of 553 allowed contract days had been charged, or 32.19% of the time. The report prints 11.87% in its dollar-completion field and 20.32% as "percent behind." However, its $3,701,259.10 in total earnings divided by the $25,993,100.79 current contract is about 14.24%, not 11.87%. The report does not reconcile those figures, so the printed progress percentage should not be treated as a recalculated measure of physical completion.
That figure is a snapshot, not a forecast. Road jobs often earn dollars unevenly. Bridge beams, paving and signals are big-ticket items that usually come later than clearing, grading and drainage. The completion date on the contract is still Sept. 30, 2027. Still, if you are timing a move, a listing or a business opening around the new road, plan on construction through at least the 2027 summer season.
What the finished road will look like
TDOT's project page describes the Phase 1 extension as four 12-foot travel lanes with shoulders and turn lanes where needed. It adds a 5-foot sidewalk on the east side and a 10-foot greenway on the west side. The design includes a new bridge over the Little Pigeon River, built with concrete Bulb-Tee beams according to the contract description. It also includes signal upgrades at Dolly Parton Parkway and Robert Henderson Road.
Local stakeholders started this first phase and helped pay for its design. TDOT then took the project over and let it to construction in March 2026.
Phase 2 to Gists Creek Road
A second phase would carry SR 449 about 4.5 more miles, from Robert Henderson Road to Gists Creek Road. TDOT says right-of-way purchases for Phase 2 are underway and construction is scheduled to be let in fall 2027. Phase 2 is funded through the Statewide Partnership Program. Sevier County is paying a share, and the rest comes from the 2023 General Fund Transfer and regular federal and state sources.
If you own land along the planned Phase 2 corridor, you may already have heard from TDOT's right-of-way staff. If you have not, the TDOT Region 1 project contacts are listed on the project page.

What it means for Sevierville homeowners
Living near the work zone
Months of construction mean noise, detours and dust for homes and businesses near the Parkway and Robert Henderson Road. Buyers touring now will see that, so keep showings in daylight and away from closure hours.
Selling while the road is built
A finished four-lane road with a greenway and a new river crossing is a selling point. Construction, though, is what buyers see today.
