Sevierville Weighs $282,500 Design Deal for SR 416 Turn Lanes at Four Pittman Center Road Intersections
Sevierville’s Board of Mayor and Aldermen takes up a $282,500 agreement Oct. 19 to design left-turn lanes on SR 416 (Pittman Center Road) at Jack Delozier Drive, Shaconage Trail, Murphy’s Chapel Drive and Maples Branch Road. Sevierville aldermen are set to decide Monday night whether to hire a design team for left-turn lanes on one of the busiest two-lane roads on the east side of town. The Oct. 19, 2026, Board of Mayor and Aldermen agenda includes an agreement with OHM Advisors for design services for the SR 416 Turn Lane Improvements Project in the amount of $282,500.
SR 416 is Pittman Center Road. According to the city memo in the packet, the project includes the design of left-turn lanes on SR 416 at Jack Delozier Drive, Shaconage Trail, Murphy’s Chapel Drive and Maples Branch Road. The meeting starts at 6:00 p.m. in Council Hall at the Sevierville Civic Center.
For homeowners along the corridor, the line that matters most is in the consultant’s own proposal: right-of-way or easement acquisition may be required because of the existing narrow right-of-way in the area. No property purchases are on Monday’s agenda. The contract is for survey and design, and the city memo says right-of-way services would be added to the agreement later once that scope is defined.
What the SR 416 agreement covers
The city solicited statements of qualifications for the project, and its Consultant Evaluation Committee scored the responses, with OHM Advisors receiving the highest score, according to the board memo. City staff then negotiated the agreement and recommend approval. The memo states that the negotiated fee is $282,500 and that funding is included in the current Capital Projects budget.
The OHM proposal, dated Aug. 28, 2026, and addressed to Public Works Director Doug Tarwater, lists the City of Sevierville as the client and TDOT as the owner of SR 416. It says the work stems from the SR 416 Corridor Study completed for the City of Sevierville and TDOT last year.
The scope runs from field survey through bid documents. OHM would prepare plans at three stages — Preliminary (30%), Right-of-Way (60%) and Construction (100%) — and the proposal says the project footprint is finalized for right-of-way acquisition purposes at the 60% stage.

Which side of the road gets surveyed for property lines
The survey section is where nearby owners can read the early outline of the project. OHM says the property lines for the 21 properties on the east side of SR 416 will be field located. On the west side, the proposal says right-of-way acquisition is not anticipated, so those property lines will be drawn from GIS instead of located in the field.
That is not a final right-of-way plan. The proposal says specific right-of-way and easement needs will be determined during roadway design and can be added as an additional service. Still, an owner on the east side of Pittman Center Road near one of the four named intersections should expect survey crews and, later, design drawings that show where any new right-of-way line could fall.
The proposal also says the corridor is busy enough that the survey will use mobile LIDAR to collect the roadway and shoulders, which it says removes the need for a traffic control subconsultant and avoids delays for the public.
One public meeting before any acquisition
Task 5 of the proposal is public outreach. OHM says it will lead one public meeting before the right-of-way acquisition process is started and will create meeting materials and public-facing documents. If you own land along the corridor, that meeting is the point to compare the drawings against your driveway, mailbox, septic area, fences and trees.
A second traffic item: Veterans Boulevard at Middle Creek Road
The same agenda includes Task Order No. 2025-03 with Cannon & Cannon for Veterans Boulevard at Middle Creek Road traffic signal design services in the amount of $46,500. The board memo says the city proposes a new traffic signal at the eastern intersection of Veterans Boulevard and Middle Creek Road North and an upgrade of the existing signal at the western intersection with mast arms and other technology improvements.
The engineer’s Sept. 15, 2026, letter says the east-leg intersection currently operates as side-street stop-controlled and that the existing signal at the west leg is about 450 feet north of it. The scope also calls for a review of Sunrise Circle near the west intersection to see whether operational improvements could be made with the project. Right-of-way acquisition design is listed among the services not included in that proposal.
Sunrise Circle has been busy on the development side, too. For the dialysis clinic site plan there, see Sevierville Planning Hears Dialysis Clinic Addition on Sunrise Circle.
Sevierville dates to watch

- Oct. 19, 2026, 6:00 p.m. — Board of Mayor and Aldermen meeting, Council Hall, Sevierville Civic Center.

What this means if you own near Pittman Center Road
- Nothing is being bought yet. Monday’s item is a design contract. Right-of-way services would be a later add-on, per the city memo.
- East-side owners are the ones being field surveyed. The proposal names 21 properties on the east side of SR 416 for field-located property lines.
- Disclose what you know. If you sell while design is underway, tell buyers a turn-lane project is in design and point them to the city’s agenda packet. A buyer who learns about it after closing is a buyer who calls a lawyer.
- Price to today’s comps, not to a road plan. A turn lane can make a left turn into a subdivision easier, and construction can be a nuisance for a season. Neither is a reason to change a list price before drawings exist.
