Vanderbilt Innovation District Deferred to Sept. 1 After Cash Amendment
Metro Council approved Vanderbilt's 43.16-acre Innovation District SP on second reading Aug. 4, 2026, with Tom Cash's height, $750,000 NDOT, and advisory-committee amendment, then deferred third reading to Sept. 1.
Metro Council approved Vanderbilt University's Innovation District specific-plan rezoning on second reading Tuesday, Aug. 4, 2026, then deferred third and final reading to the Tuesday, Sept. 1, meeting. The ordinance is BL2026-1446, Planning proposal 2026SP-004-001. Legistar's title puts the land at 43.16 acres from 30th Avenue South and West End Avenue to Natchez Trace, south to 31st Avenue South, and along Vanderbilt Place. The Nashville Scene and Nashville Post both rounded it to a 43-acre Innovation District. This is not Twin Hills, not East Bank, and not the Zoo eminent-domain file.
District 18 Councilmember Tom Cash, who represents the area and sponsors the bill, attached an amendment before second reading. Yahoo News's Tennessean write-up said the amendment caps heights in five zones from 12 stories and 135 feet up to 35 stories and 475 feet, requires a $750,000 traffic-calming fund administered by the Nashville Department of Transportation, and creates a six- to eight-member Innovation Neighborhood Advisory Committee appointed by the District 18 member to meet with Vanderbilt quarterly. FOX 17, writing Aug. 12, said neighbors have since sent Vanderbilt and Cash a further cut — 375 feet instead of 475, 100 feet instead of 135 near homes, and about 5 million square feet instead of 6.1 million. Third reading is where those numbers either get written into the SP or they do not.
What did second reading actually attach?
The legislation changes ORI, ORI-A, MUL-A, SP, and MUG-A to a single SP for a mixed-use district on land the Scene described as mostly surface parking, plus some Vanderbilt-owned buildings on the north side of Vanderbilt Place. Metro Planning Commission recommended the request in April. The Scene said the public hearing drew both green-shirted "Cap The Vulch" neighbors from the Hillsboro-West End Neighborhood Association and supporters including developer Mark Deutschmann. Former District 18 member Ginger Hausser told council the 6.1 million square feet is almost six Green Hills Malls next to a neighborhood and that private developers, not Vanderbilt, would lease the land and build. Cash said the city needs a long-term way to keep talking after the SP becomes law.
Yahoo reported the second-reading vote as unanimous with District 6 member Clay Capp abstaining. This desk will not invent a yes-count beyond that published tally. Third reading on Sept. 1 is the final council step. FOX 17's Aug. 12 piece is the current neighborhood counter-offer, not an adopted amendment. Vanderbilt representative Edmund Cathy told the public hearing the university wants to turn roughly 40 acres of parking into a hub for innovation. The Scene said Vanderbilt is working with James Corner Field Operations, Bjarke Ingels Group, and Hastings Architecture.
How tall and how dense is the published plan?
Copy the published figures and stop. FOX 17 and Hausser both use approximately 6.1 million square feet across the roughly 43-acre district, with the tallest allowance 475 feet near West End. Yahoo's account of the Cash amendment is the stepped envelope: 12 stories / 135 feet on the low end, 35 stories / 475 feet on the high end, five zones, taller toward West End. Neighbor J.T. Spangler told FOX 17 the existing zoning already allows on the order of five and a half Green Hills Malls and that the SP is more certain than leaving the base zoning in place. Hausser told FOX 17 Vanderbilt had not shown her a full build-out under current zoning. Do not pick a winner. Sept. 1 is the recorded vote that matters.

What does a 43-acre Midtown SP do to a Hillsboro-West End listing?
It tells a buyer the parking lots between West End, Natchez Trace, and Vanderbilt Place are in an active specific-plan fight, with third reading on Sept. 1. It does not reprice a $400,000-plus house two streets off the campus edge, and it does not write a closing credit. Greater Nashville REALTORS July tape, already on this desk, is still the number that matters: $520,000 residential median on 2,627 closings; $334,900 condo median on 456 closings; 15,636 inventory; 54 days on market. Disclose the SP, the Cash amendment, and the neighbor counter-offer if a buyer asks how tall the next block can go. Do not mark the house up because someone said "VULCH."
Construction, if the SP passes, is a decades-long build-out. FOX 17 and Hausser both said that. A 30-year program is not a 2026 rent comparable. If you need to sell before Labor Day showings collide with a Sept. 1 council night, price to the July closed sales, not to a 475-foot rendering.

Sept. 1 is a Tuesday council night, not a groundbreaking. If the SP passes, the parking lots are still parking lots until a site plan, a building permit, and a tenant show up. If the SP fails or comes back amended, the base zoning Cash and Spangler argued about is still the fallback. Either way, a Hillsboro-West End seller prices the house that is under contract this month, not the 475-foot envelope that may or may not survive third reading.
