Metro Planners Weigh 125 More Parkhaven Lots on the Cumberland and 33 Townhomes on Old Franklin Road Oct. 22

The Metro Nashville Planning Commission on Oct. 22 will consider final plats for 75 and 50 lots in Parkhaven Communities Phase 3 along the Cumberland River in Hermitage, plus a Specific Plan for 33 townhomes at 3142 Old Franklin Road in Cane Ridge. Staff recommends approval with conditions.

The Metro Nashville Planning Commission will vote Thursday, Oct. 22, on final plats that would create 125 more home lots in Parkhaven Communities, the riverfront subdivision off Hickory Hill Lane in Hermitage. The same 4:00 p.m. agenda includes a Specific Plan for 33 townhomes at 3142 Old Franklin Road in Cane Ridge.

Planning staff recommends approval with conditions for all three cases. The plats are final decisions for the commission. The Old Franklin Road rezoning goes on to Metro Council, which has final authority on zone changes and Specific Plans.

Both plats sit on a portion of 2040 Hickory Hill Lane, about 840 feet east of Parkhaven Boulevard, on land that abuts the Cumberland River to the north. The applicant is JTA Land Surveying, and the owner is Trelb Parkhaven, LLC. Both are in Council District 14.

A 500-lot plan approved a decade ago

The land has been zoned Specific Plan since 2017. The underlying SP, to create 500 residential lots, was recommended for approval by the Planning Commission on Aug. 11, 2016. Staff says the site received preliminary approval in 2021 and final site plan approval in 2024, and that both new plats are consistent with the approved final SP. Section 2 includes five open space areas along with its 75 lots, so a large share of that acreage stays undeveloped.

Why is a plat that matches an approved plan on the commission’s agenda at all? Under a 2023 rules change tied to state law, staff can approve final plats of up to 25 lots for subdivisions that already have preliminary approval. These plats have more than 25 lots each, so the commission has to act.

Conditions to watch

  • Water: approval of Section 2 is contingent on Metro Water project 22WL0063, with a $510,000 bond. Section 3 is contingent on 22WL0064, with a $190,000 bond.
  • Traffic: NDOT and traffic staff recommend approval with conditions, with traffic conditions to be set at final site plan or building permit for individual lots.
  • Bonds and deadlines: if the plat is recorded before roads, water and sewer are built, the applicant must bond the work. Approval expires if the plat is not recorded within one year.

3142 Old Franklin Road: 33 townhomes in Cane Ridge

Case 2026SP-045-001 asks to rezone 2.42 acres at 3142 Old Franklin Road, about 300 feet east of Cane Ridge Parkway, from AR2a to SP to permit 33 multi-family units. Dale and Associates is the applicant, and JP Investment Group, LLC is the owner. The site is in Council District 33, represented by Antoinette Lee, the same district as the Courtyards at Battle Grove case on Battle Road.

The property has been zoned AR2a since 1974 and has a single-family home on it today. Under AR2a, staff says the site would allow at most one duplex lot.

What the plan shows

  • 33 attached townhomes, with units 1 through 7 facing Old Franklin Road and the rest on private drives.
  • Maximum height of two stories in 30 feet, and three stories in 45 feet outside the build-to zone.
  • Each unit gets a two-car garage, with guest parking along the internal drives.
  • A 20-foot landscape buffer on the east side, keeping existing trees where possible.
  • An eastbound bus stop pad at Old Franklin Road and Cane Ridge Parkway, required by WeGo before occupancy.

Density works out to about 8.45 units per acre, which staff says fits the area’s T3 Suburban Neighborhood Evolving policy. The site is in Area 3 of the Cane Ridge Supplemental Policy Area, adopted April 9, 2026, which covers land with no known or mapped natural or historic features.

Neighbors, traffic and schools

Next door to the west is an SP approved in 2020 for up to 330 multi-family units. To the north is Century Farms, approved in 2015 and amended since, for up to 1,600 multi-family units in a mixed-use development.

Staff estimates the rezoning would add 214 daily weekday trips, including 20 more trips in the evening peak hour. Metro Schools projects eight more students, attending A. Z. Kelley Elementary, Thurgood Marshall Middle and Cane Ridge High. The school report calls A. Z. Kelley exceedingly over capacity.

A staff condition would prohibit short-term rentals, owner-occupied or not, anywhere in the development.

A Cane Ridge policy tweak on the same agenda

Item 2, case 2026CP-012-001, would amend the Cane Ridge Supplemental Policy Area to add guidance for properties partly in a neighboring county or served by non-Metro infrastructure. It tracks with the Courtyards at Battle Grove SP on Battle Road, now listed at 109 single-family lots on 82.37 acres. For earlier coverage, see Metro Lists Courtyards at Battle Grove SP for 112 Lots.

Nashville dates to watch

  • Oct. 22, 2026, 4:00 p.m. — Metro Planning Commission, Howard Office Building, 700 President Ronald Reagan Way.
  • Nov. 12, 2026 — next Planning Commission meeting.
  • After Oct. 22 — the Old Franklin Road SP goes to Metro Council if recommended.

What it means for Hermitage and Cane Ridge homeowners

  • New lots mean new competition. If you plan to sell an existing home near Parkhaven, 125 new lots coming online is supply your buyers will also tour. Price with that in mind.
  • Townhomes fill the middle. Attached homes with garages often appeal to buyers priced out of detached houses nearby. That can widen the buyer pool for a neighborhood.
  • School capacity is a selling point either way. Buyers with kids will ask. Know your assigned schools before you list.

What is Metro Planning considering for Parkhaven on Oct. 22?

Two final plats: 2026S-167-001 for 75 lots on 29.33 acres and 2026S-168-001 for 50 lots on 12.89 acres, both on a portion of 2040 Hickory Hill Lane. Staff recommends approval with conditions.

Why do the Parkhaven plats need a commission vote?

Staff can approve final plats of up to 25 lots in subdivisions with preliminary approval. Each Parkhaven plat has more than 25 lots, so the Planning Commission must act.

What is proposed at 3142 Old Franklin Road?

A Specific Plan to rezone 2.42 acres from AR2a to permit 33 attached townhomes, about 8.45 units per acre, with two-car garages and access from a private drive off Old Franklin Road.

How many students would the Old Franklin Road townhomes add?

Metro Schools projects eight more students than the current zoning, attending A. Z. Kelley Elementary, Thurgood Marshall Middle and Cane Ridge High.

Does Metro Council vote on these cases?

The Planning Commission makes the final decision on the Parkhaven plats. The Old Franklin Road SP is a zone change, so the commission recommends and Metro Council decides.
