Richard Perry filed the special exception on behalf of Morgan Landing LLC. The property sits on the east side of Robert C. Jackson Drive, across from Worthington Boulevard, in the city’s Business & Transportation zoning district.

Why homes need a special exception here
Business & Transportation is Maryville’s busy commercial district. The city’s zoning summary says land uses in the district include commercial, office, highway-oriented uses such as service stations, light industrial, medical, public and institutional uses, and what it calls multiattached residential uses. It describes the intensity of use as “moderate to high, with impacts on adjacent areas being of primary concern.”
Most commercial uses are allowed by right. Homes are different. The summary lists multi-family residential dwellings and mobile home parks as uses allowed by special exception, not by right. It also lists several residential types as prohibited, including very low density structures at one dwelling unit per lot and planned residential developments. That is why Morgan Landing needs a board decision before it can build.
The summary sets these residential standards in B&T:
- Minimum lot size of 5,000 square feet if used for residential purposes.
- Recommended minimum lot width of 100 feet and a building height limit of 55 feet.
- Front setback of 25 feet in general, 40 feet on a collector street and 50 feet on an arterial street.
- Side setback of 10 feet and rear setback of 20 feet.
- A buffer of trees, bushes or a fence between low-intensity residential and high-intensity uses.
A special exception is not a rezoning. The land stays in the Business & Transportation district either way. The board decides whether this specific use fits this specific site, and it can attach conditions such as buffers, access points or building layout. If the board says no, the parcel keeps its commercial options.
The agenda does not include a site plan or staff report. Copies of staff reports can be requested from the Development Services Department before the meeting.
Other items on the Oct. 20 agenda
- 1824 Montvale Rd.: Angela Gallagher asks for a special exception to let a miniature horse remain on a residential property.
- 151 Woodland Acres Rd.: Jessica Willis, for the owner, asks for a variance to allow a sign larger than 75 square feet on a commercial property in the Business and Transportation district within the Parkway Overlay.
East Maryville Baptist Church annexation timeline
The city has also posted a plan of services and draft resolution for an annexation requested by East Maryville Baptist Church. The resolution covers Blount County Tax Map 047, parcels 037.00 and 039.00 and portions of 039.01 and 041.00. The owners have given written consent, so no referendum is required. The draft says notice was published in the Daily Times on Sept. 30, 2026.
The schedule:
- Oct. 19, 2026, 5:00 p.m. — Maryville Municipal Planning Commission.
- Nov. 3, 2026 — Public hearings at 6:56 p.m., then City Council first reading at 7:00 p.m.
- Dec. 1, 2026, 7:00 p.m. — Council second reading of the zoning and land-use ordinances.
The plan says the annexation will be paired with ordinances that set the future land use and zoning to Residential. It lists no public streets in the annexation. Two parcels are tax-exempt today. Parcels 047-039.00 and 039.01 are classified Residential and would be taxed that way if annexed.
The stormwater section adds detail. An existing detention pond would need periodic city inspection. The plan estimates 108,400 square feet of added impervious area, or 46 ERUs, for an additional stormwater utility bill of $182.62 per month. It also says the school system can take any K-12 students living in the annexed area.
What it means for Maryville homeowners
Sixteen attached homes on a commercial strip will not change Maryville’s housing market by themselves. But they show where new supply is going: infill on vacant commercial land, built as duplexes rather than detached homes. Buyers priced out of single-family homes in Blount County often look at this product first.
If you live near Worthington Boulevard or Robert C. Jackson Drive, the questions to ask at the hearing are practical. How will traffic enter and leave the site? What buffer will separate the duplexes from nearby commercial uses? Will the units be sold or rented? The board’s conditions, if it grants the exception, will answer most of them.
For sellers, new duplexes nearby can set a price floor for smaller homes. A buyer who can get a new attached home may expect an older house to be priced below it, or to offer more space. Get a current valuation before the new units list.
