Kingsport Hears Airport Parkway Annexation for Project Inlet

Kingsport’s Sept. 1, 2026, 7:00 p.m. BMA agenda carries AF-262-2026 — annexation, plan of services, and City M-X zoning for about 1.746 acres on Airport Parkway (Tax Map 094 Parcel 014.50) to support Project Inlet ingress/egress next to a ±41.41-acre site.

Kingsport notices annexation of about 1.746 acres on Airport Parkway to City M-X for Project Inlet access.

Kingsport Board of Mayor and Aldermen posts Tuesday, Sept. 1, 2026, at 7:00 p.m. in the Montgomery-Watterson Boardroom, City Hall, 415 Broad Street, with AF-262-2026 — public hearings on annexation, plan of services, and zoning for the Airport Parkway Annexation. The parcel is Sullivan County Tax Map 094, Parcel 014.50, about 1.746 acres along Airport Parkway. Proposed city zoning is M-X Mixed-Use. The stated purpose is to let Project Inlet proceed on its master plan by adding ingress/egress to an adjacent roughly 41.41-acre Project Inlet site already designated M-X. Final adoption is calendared for Sept. 15, 2026.

The Sept. 1 BMA agenda PDF and the Municode packet are the primary sources. Kingsport Regional Planning Commission on Aug. 20, 2026, voted unanimously to send a favorable recommendation on the annexation, zoning, and plan of services. Existing county zoning on the strip is M-1 Light Manufacturing; the ordinance would place City M-X. Water already runs along Airport Parkway; sewer service to the larger site is described via a lift station. Notice ran in the Kingsport Times-News on Aug. 6, 2026. Staff reports no public comment received as of the packet. A hotel key count, a building square-footage for Project Inlet, a job number and a Sept. 1 roll-call are not in the AF-262 packet summary. What is on the record is the acreage, the parcel, the M-X ask, the Project Inlet purpose line, the Aug. 20 unanimous RPC recommendation, and the Sept. 15 final-adoption date on the action form.

What exactly is on the Airport Parkway annexation?

Public hearings and consideration of a resolution and ordinance to annex about 1.746 acres (Tax Map 094 Parcel 014.50) along Airport Parkway, adopt a plan of services, and assign City M-X Mixed-Use zoning so Project Inlet can use the strip for ingress/egress next to its roughly 41.41-acre principal parcel. Meeting: Board of Mayor and Aldermen, Tuesday, Sept. 1, 2026, 7:00 p.m., Montgomery-Watterson Boardroom. Action form: AF-262-2026. Staff contact on the form: Sam Cooper. Final adoption listed: Sept. 15, 2026. RPC recommendation: unanimous favorable, Aug. 20, 2026. From: County M-1 Light Manufacturing. To: City M-X. That is the locked list. An annexation hearing is not a certificate of occupancy. A plan of services is not a building permit.

The packet’s plan-of-services text covers police, fire, water, sewer, and planning administration on annexation — including in-city water rates if city water serves the site and fire-flow upgrades within five years where needed. Keep that administrative schedule separate from any rumor about what Project Inlet will build on the 41.41 acres. Until a site plan or building permit posts, the master-plan purpose line in AF-262 is the controlling civic fact for this strip. The same Sept. 1 agenda also carries final adoption of the property-tax-rate ordinance (AF-239) and other business; those are companion clips, not this lead.

Does a 1.746-acre Airport Parkway annexation reprice a Kingsport house?

Not by itself. A noticed annexation of a strip for Project Inlet access is how the Board brings the parcel under city police, fire, and M-X rules. It is not a Tri-Cities MLS comparable. Disclose it if a buyer asks what is happening on Airport Parkway near the Project Inlet assembly. Price your house to closed comps, condition, and days on market. Do not mark an Airport Parkway listing up because 1.746 acres are on AF-262. Do not cut it because the larger site is 41.41 acres. The live $1.67 tax-rate post and the Kendrick Creek apartment rezoning are separate files.

Freddie Mac’s Primary Mortgage Market Survey still shows the 30-year fixed averaging 6.66% with little change this week. A few basis points will not reprice a Kingsport rancher the way a full point would. Waiting for that full point while other Sullivan County sellers list into the same dip is a different decision than the Board noticed an Airport Parkway annexation for Project Inlet access.

Can I buy the next Tri-Cities house before this one sells?

You can write the offer. A contingent contract on a Sullivan County clock is still a maybe when the next seller already has a buyer who is not waiting on an annexation ordinance. Our proven system puts a written sale date under this house so the next offer is a real buyer.* If you need a date certain, ask about a cash offer. The two-house trap did not change because Kingsport posted AF-262-2026: you cannot honor the next address until this one is settled, and you will not list until you know where you are going. An M-X strip on Airport Parkway does not rewrite a contingency clause.

How is this different from the new BMA seating, the tax rate, and Kendrick Creek?

The seating post covers Mayor Paul W. Montgomery and Aldermen Julie Byers, Calvin Clifton, and Richard Isaacs being sworn on the same Sept. 1 agenda under Item II. The live tax-rate post is AF-239 holding $1.67. The live Kendrick Creek post is the 94-unit R-1C to R-3 apartment rezoning. This file is 1.746 acres on Airport Parkway going to City M-X for Project Inlet access. One is who sits in the chairs. One is the millage. One is apartments. This is an annexation strip. Keep them in four folders. Do not average 1.746 acres with 94 units into a fake Airport Parkway apartment ordinance.

What should Kingsport and Sullivan County owners do this week?

  1. Keep AF-262: Sept. 1 hearing, ±1.746 acres, Tax Map 094 Parcel 014.50, County M-1 to City M-X, final adoption listed Sept. 15.
  2. Price to closed comps — not to a Project Inlet rumor beyond the packet’s ingress/egress purpose line.
  3. Watch the Sept. 15 business meeting for final adoption; if the ordinance is amended, that becomes a new clip.
  4. Do not retell the tax rate, Kendrick Creek, or the seating story as this lead.
  5. Start with a home evaluation. Ask about a cash offer if timing is the problem.
