Kingsport Holds $1.67 Tax Rate; Board Hears AF-239-2026
The City of Kingsport says the FY2027 property tax rate remains $1.67 per $100 of assessed value with no increase. The Board of Mayor and Aldermen’s Aug. 18, 2026 agenda listed a public hearing on AF-239-2026 to fix the tax rate.
The City of Kingsport's official Fiscal Year 2027 budget news says the property tax rate remains $1.67 per $100 of assessed value with no increase for FY2027. The city posted that file July 2, 2026. The budget itself was adopted unanimously and took effect July 1. The general fund is $114 million. Fund balance is about $28 million. The city printed a 3% cost-of-living adjustment, paving at $4.7 million city plus $1.5 million MTPO plus $13.2 million TDOT, Moody's Aa2, and about $21 million of debt rolling off. The Board of Mayor and Aldermen's Aug. 18, 2026 agenda then listed a public hearing on AF-239-2026 to fix the tax rate, with City Manager Chris McCartt as the contact. This desk opened that agenda PDF. It did not open minutes that print a roll-call. This article will not invent one.
Kingsport's property-tax page lists the 2025 city rate at $1.67 and the 2024 rate at $1.99. The hold at $1.67 is a millage file, not a rezoning. The Aug. 18 packet also carried AF-135-2026, Kendrick Creek R-1C to R-3, on final adoption. That Kendrick Creek file is already live on this desk as an on-final-reading post. Do not retell it as this lead. Do not use a Greeneville industrial rezoning as the Tri-Cities slot. Johnson City's $1.66 rate and Ordinance 4950-26 tax relief are live as separate URLs. This file is Kingsport's $1.67 hold and the AF-239-2026 hearing on the Aug. 18 agenda.
What did Kingsport actually lock in at $1.67?
A no-increase millage for FY2027, printed by the city. $1.67 per $100 of assessed value. Unanimous budget adoption. July 1 start. $114 million general fund. About $28 million fund balance. 3% COLA. Paving split $4.7 million city, $1.5 million MTPO, $13.2 million TDOT. Aa2. About $21 million of debt roll-off. Those figures are on the city's July 2 budget news page. AF-239-2026 is the ordinance hearing listed Aug. 18 to fix the tax rate, Chris McCartt contact. This desk verified the agenda line. This desk did not verify a published Aug. 18 yes-no tally. If later minutes print a vote count, that is a new file. Until then, the millage fact is the city's own $1.67 hold, and the August tape is that the board scheduled AF-239-2026 as a public hearing.
Do not mash this into Johnson City's $1.66 rate. Do not mash it into Ordinance 4950-26. Do not mash it into Bristol's $44,000 aquatic-center study. Those posts are live. A Sullivan County owner who asks what Kingsport did with the city rate this budget year gets $1.67, no increase, $114 million general fund, and an Aug. 18 hearing line on AF-239-2026. That is the whole millage tape this desk can stand on.

Does holding $1.67 reprice a Kingsport or Johnson City house?
Not by itself. A millage hold is a city rate. It is not a comparable sale. Disclose the $1.67 figure if a buyer asks what the city is charging. Price the house to closed comps, condition, and days on market. Do not mark a Colonial Heights ranch up because the general fund is $114 million. Do not cut it because 2024 was $1.99. Johnson City's $1.66 file is a different city. Ordinance 4950-26 is tax-relief language already live. Bristol's aquatic-center study is $44,000 and already live. Keep those URLs in their own folders.
Freddie Mac's Aug. 27 Primary Mortgage Market Survey has the 30-year fixed at 6.66%. A few basis points will not reprice a Kingsport split-level the way a full point would. Waiting for that full point while other Tri-Cities sellers list into the same dip is a different decision than Kingsport printed no increase. AF-239-2026 on the Aug. 18 agenda is the ordinance hearing to fix the rate. It is not a new millage this desk can invent a tally for.
Can I buy the next Tri-Cities house before this one sells?
You can write the offer. A contingent contract on a Sullivan or Washington County clock is still a maybe when the next seller already has a buyer who is not waiting on a millage explainer. Our proven system puts a written sale date under this house so the next offer is a real buyer.* If you need a date certain, ask about a cash offer. The two-house trap did not change because Kingsport held $1.67: you cannot honor the next address until this one is settled, and you will not list until you know where you are going.
How is AF-239-2026 different from Kendrick Creek and Johnson City's tax files?
AF-239-2026 is the Kingsport hearing line to fix the city tax rate. AF-135-2026 is Kendrick Creek R-1C to R-3 on final adoption, already live as an on-final-reading post. Johnson City's $1.66 rate and Ordinance 4950-26 are Johnson City files. Bristol's $44,000 aquatic study is a Bristol file. Named contact on AF-239-2026 is City Manager Chris McCartt. Named figures on the millage are the city's: $1.67, $114 million, about $28 million fund balance, 3% COLA, paving split, Aa2, about $21 million debt roll-off. This desk is not averaging Kingsport and Johnson City into a fake Tri-Cities rate.
The July 2 city news page is the primary millage source. The Aug. 18 agenda PDF is the hearing source. The property-tax page is the year-over-year rate source. If a reporter later prints an Aug. 18 roll-call, that is a new clip. Until then, do not write "passed 7-0" or any other invented tally. Owners who asked last week about Kendrick Creek already have that live post. Owners who ask this week what Kingsport is charging get $1.67 and no increase.
What should Kingsport and Tri-Cities owners do this week?
- If you pay Kingsport city tax, keep the city's own numbers: $1.67 per $100, no FY2027 increase, $114 million general fund, AF-239-2026 on the Aug. 18 hearing agenda.
- Price your house to closed comps in the local MLS — not to a millage hold.
- Do not retell Johnson City $1.66, Ordinance 4950-26, Kendrick Creek, or Bristol's aquatic study as this lead. Those posts are live.
- Start with a home evaluation. Ask about a cash offer if timing is the problem.
