Sevierville Home Prices and the 1,200-Unit Red Bank Road Plan
Sevier County has no legal avenue to block the proposed 1,200-unit development on Red Bank Road, the attorney it hired told an emergency services committee Monday.
Sevier County does not have legal grounds to block a proposed 1,200-plus unit residential development on Red Bank Road, the attorney the county hired to review the plans told a special-called meeting of the county's emergency services committee on Monday, Aug. 10. The city of Sevierville, he said, "properly approved phase one within its operative regs and ordinances."
What was approved on Red Bank Road in Sevierville?
So far, only phase one: 28 duplexes and 195 townhomes. The builder owns a tract of more than 400 acres at the Sevierville city limits and has indicated it eventually hopes to build more than 1,200 units there. Sevierville officials have said the project meets city regulations and they have no legal reason to reject it.
Can the county undo the annexation?
No. The land was annexed into Sevierville in 2008, when the owners at the time said they planned to build a golf course. The attorney told the committee that a later change of plans does not open a door to de-annexation. What the county does have, he said, is a voice in later phases: "I believe when the time comes for us to get meaningfully involved in future phases, we will have a voice."
Why does this matter beyond Red Bank Road?
The county hired the attorney to look at the broader question of growth outside city limits, not just this one subdivision — his words: "It's not just limited to this, but this is the one that put the issue on the table." Expect Sevier County to keep tightening how it reviews subdivisions in unincorporated areas as more builders look outside Sevierville, Pigeon Forge and Gatlinburg.
What are homes selling for in Sevier County right now?
July was strong. 108 homes closed in Sevier County, up from 76 a year earlier, with closed volume up 46% to $70.1 million, per Great Smoky Mountains MLS closed-sales data. The average sale price was $648,918, price per square foot rose 4% to $349, and homes took 81 days to go under contract versus 76 last July. Cabins and single-family homes accounted for 93 of those sales at an average of $690,819 and $360 per square foot, the highest per-foot figure of the year.

What this means if you own or buy here
- Red Bank Road owners: phase one is going forward. Plan around construction traffic, and watch for the later-phase submittals where the county says it will have input.
- Buyers: 223 new attached homes in one corridor is real competition for resale townhomes and duplexes in Sevierville over the next few years. Ask what a comparable new build will cost delivered.
- Cabin owners: $70.1 million of July volume and a record $360 per foot say demand is real — but 81 days to contract says the market pays for condition and pricing, not for optimism.
- Land owners: the average lot sale was $85,066 in July, well under last year, driven by which parcels happened to close. Price from actual comparable closings, not a neighbor's asking price.
- Move-up sellers: the Catch 22 is you cannot commit to the next house until this one sells, and 81 days is not a schedule. The third door is a guaranteed-sale plan that fixes your sale first,* so the purchase becomes a decision instead of a gamble.
