Sevier County Moves to Take Full Planning Control Outside City Limits Oct. 19

Sevier County commissioners will take public comment Monday, Oct. 19, 2026, on a resolution to eliminate planning regions for Pigeon Forge and Sevierville outside city limits. The same agenda includes a zoning enforcement vote tied to a Pine Mountain Road event venue.

Sevier County’s government is set to take fuller control of planning and zoning outside city limits, and the vote is on Monday’s county commission agenda. The Mountain Press reported on Oct. 15, 2026, that a measure would let the county take over planning and zoning throughout the unincorporated areas if commissioners approve it.

The public hearing and the related resolution are listed for Monday, Oct. 19, 2026, at 6:00 p.m. at the Sevier County Courthouse. Residents who want to speak on an agenda item must contact the County Mayor’s office by 4:30 p.m. the day of the meeting, according to the county’s agenda page rules printed with past packets; the Oct. 19 packet itself puts the planning-region item in both the public-hearing block and new business.

What the Oct. 19 resolution would do

Resolution 2026-10-04 on the Oct. 19 agenda is titled as a resolution to recommend that the Sevier County Board of Commissioners eliminate the planning regions for the City of Pigeon Forge and the City of Sevierville. It appears in the public-hearing section and again under new business for consideration.

The Mountain Press said a bill passed by the General Assembly this year gives counties the chance to take control of areas near city limits that cities once helped regulate. The paper quoted a Legislature website summary saying the new bill “prohibits a municipality or regional planning commission from adopting a zoning plan, ordinance, rule, or regional zoning ordinance that exercises jurisdiction over zoning, including development, infrastructure, or land use, outside of the boundaries of a municipality.”

Pittman Center and Gatlinburg have already given up regional planning jurisdiction outside their boundaries, The Mountain Press reported, while Sevierville and Pigeon Forge have retained some authority. If the commission approves the measure Monday, the county would take over planning and zoning regulations and planning throughout the unincorporated areas of the county, according to the paper.

Who regulates what today

For years, cities in Sevier County have had a say in growth just outside their corporate limits through regional planning arrangements. That is the system Monday’s resolution would unwind for Pigeon Forge and Sevierville, matching steps already taken by Gatlinburg and Pittman Center, according to The Mountain Press.

That matters if you own property in the unincorporated fringe near the Parkway, Wears Valley, Kodak or Seymour roads that currently sit in a city’s planning region. After a county takeover, the county zoning resolution and the county planning commission become the offices that hear rezonings, subdivisions and text amendments for those tracts.

Sevier County has also been rewriting hillside and flood rules this fall. For the hillside and Firewise package, see Sevier County Zoning Rewrite Clears Planning: Hillside Overlay, Critical Slope Rules, and a Five-Foot Firewise Zone. For the Oct. 19 flood-map resolution that is already on the public calendar, see Sevier County Commission Set to Vote Oct. 19 on Flood Rules Tied to New FEMA Map Panels.

A second zoning fight: the event venue / wedding chapel

The same Mountain Press story said commissioners will consider a resolution calling for legal action against a wedding chapel owned by Parkside Resort that “has defined a cease and desist order from the county.” The paper said the chapel is in violation of county zoning regulations after a neighbor complained about noise, that the county sent a letter Aug. 31 and received a response Sept. 10, and that the operator declined to stop, listed eight event dates, and tendered $400 as prepayment of daily fines, which the county declined and returned uncashed.

The Oct. 19 county agenda names the item differently. Resolution 2026-10-06 is “A Resolution to Consider Legal Counsel Action with Respect to Pine Mountain Road Event Venue, Including Commencement of Litigation to Enforce Zoning Resolution.” Anyone following the case should treat “Parkside Resort wedding chapel” (The Mountain Press) and “Pine Mountain Road Event Venue” (county agenda) as the labels each source used, not as proof they are different sites or the same site.

Northview / Kodak fire merger also on the agenda

Resolution 2026-10-14 would approve a Northview/Kodak Fire Department merger agreement. The Mountain Press said Northview/Kodak had been receiving funding from the City of Sevierville for firefighters on that side of the city, that Sevierville’s new Kodak station ended the need for that help, and that the proposed agreement would have Sevier County Fire and Rescue take over operations and extend coverage to a new area.

Other Oct. 19 zoning business

Public hearings and new-business votes also include Resolution 2026-10-02 to rezone Tax Map 38 Parcel 66.00 from R-1, Rural Residential District, to C-1, Rural Commercial District, and Resolution 2026-10-03 to amend Section 302 of the Zoning Regulations for Sevier County. Those sit beside the planning-region and enforcement items on the same night.

What nearby owners should do before Monday

  • Read the resolution titles on the county agenda. The planning-region, Section 302 and Pine Mountain Road items are listed for both hearing and consideration.
  • Do not assume city planners still cover your fringe lot. If you are outside city limits in a Sevierville or Pigeon Forge planning region today, Monday’s vote is about who hears your next rezoning.
  • Watch enforcement separately from the region vote. The venue litigation item and the planning-region item are different resolutions.
  • Price to today’s comps. A change in which board hears cases is not, by itself, a reason to raise or cut a list price.

Pigeon Forge just finished a separate industrial-zoning fight over data centers and vape-hemp shops.
