Knoxville Home Prices and the Approved South Waterfront Project

The Knoxville-Knox County Planning Commission approved a revised development plan on Aug. 13 for a six-story, age-restricted (55-and-older) apartment complex on the former Kerbela Shriners site, a hilltop just south of the Gay Street Bridge. The vote was 7-6, on the developer's fourth attempt, with one condition attached.

A 55-and-older residential community from Alabama-based CR Endeavors, revised after backlash at a July 9 planning meeting where the South Waterfront Advisory Group pushed for better public access. The updated plan adds multiple public walkways, a north-south tunnel leading to an observation deck overlooking the Tennessee River, and a patio at Dawson Street and Sevier Avenue that could hold food trucks and seating. The condition: those pathways must stay open to the public at least dawn to dusk.

Does Knoxville City Council still have to vote on it?

No — not unless the scope changes or the developer seeks assistance such as a payment-in-lieu-of-taxes (PILOT) agreement. The proposal initially failed 7-6 on Thursday before a second vote passed it with the dawn-to-dusk condition attached.

Recording volume is running hot. In the last week of July, the Knox County Register of Deeds recorded 2,168 documents, more than 500 above the prior week — including 417 trust deeds (mortgages) worth $226.39 million and 286 warranty deeds totaling $162.06 million. Eighteen transfers topped $1 million, six of them commercial.

The regional median sale price was $385,000 in July 2026, about 3% higher than July 2025, per East Tennessee REALTORS MLS data. Active inventory climbed above 10,700 homes, roughly 6% higher than last year and the highest July level since 2016. Months of supply rose to about 5.5, and closed sales ran about 9% ahead of last July, with year-to-date closings up roughly 8%.

• Downsizers: a 55-and-older building on the waterfront is a rare product type here. If that is your next move, watch the pre-leasing timeline before you list.
• Sellers: the median is still up 3% year over year, but with supply this deep, homes priced on last spring's comps sit. Price to the last 60 days of closings.
• Move-up sellers: the Catch 22 — you cannot make a strong offer until yours is sold, and you cannot sell without somewhere to go. The third door is a guaranteed-sale plan that locks your sale date first,* so you shop with a sold home behind you.
