Knox Planning’s Nov. 12 Rezoning Docket: 12 Units an Acre on South Northshore Drive, a Wooddale Downzoning and a Karns Cluster

Knoxville-Knox County Planning’s Nov. 12 rezoning cases include planned residential at 12 units an acre on 11.23 acres at 8684 S. Northshore Drive, a 3-acre office-park site at Wallace Road, a 23-acre Wooddale Road property seeking agricultural zoning, and several Karns requests.

The biggest density request on Knoxville-Knox County Planning’s Nov. 12 rezoning list sits on South Northshore Drive. Case 11-N-26-RZ asks to rezone 11.23 acres at 8684 S. Northshore Drive, on the east side of the road north of Tooles Bend Road, from A (Agricultural) to PR (Planned Residential) at a proposed density of 12 dwelling units per acre.

The Planning Commission meets Thursday, Nov. 12, at 1:30 p.m. in the Main Assembly room at 400 Main St. Each case page says staff recommendations will be available one week before the meeting. Until then, the filings show what owners are asking for and where those requests stand against the county’s place-type map.

South Northshore Drive: two requests, one corridor

8684 S. Northshore Drive (11-N-26-RZ and 11-D-26-PA)

The property is currently in rural residential use. Its place-type designation is RC (Rural Conservation) with SP (Stream Protection), so the applicant, Ben Mullins, also filed a plan amendment, 11-D-26-PA, asking for SR (Suburban Residential) with SP. Both cases were filed Sept. 28, 2026, and sit in County Commission District 4, served by Rural Metro Fire and First Knox Utility District for sewer and water.

Twelve units an acre is a big step from a Rural Conservation place type, which is why the plan amendment matters as much as the rezoning. Because the property is in the county, the case page says appeals would go to the Knox County Commission.

The two case pages show different schedules after Nov. 12. The 11-D-26-PA page lists a Dec. 8, 2026, first legislative reading and a Jan. 5, 2027, second reading. The companion rezoning page lists only the Nov. 12 Planning Commission date. Other county plan amendments on this docket list a Dec. 14, 2026, first legislative reading.

8417 S. Northshore Drive at Wallace Road (11-B-26-RZ and 11-B-26-PA)

Farther along the corridor, applicant Alex Schubert asks to rezone 3 acres at the northeast corner of S. Northshore Drive and Wallace Road from OA(k) (Office Park, with conditions) to PR at 5 units per acre. The land is listed as agriculture/forestry/vacant. Its place type is BP (Business Park), and the companion plan amendment asks for SMR (Suburban Mixed Residential). That request was filed Aug. 17, 2026, and lists a Dec. 14 first legislative reading.

A rare request to go back to farm zoning

Not every case adds density. At 616 N. Wooddale Road, north of N. Ruggles Ferry Pike in County Commission District 8, applicant William Cole Smith asks to rezone 23.09 acres from PR(k) at less than 3 units per acre to A (Agricultural). The land is listed as agriculture/forestry/vacant. Its place types are SR, RL (Rural Living) and HP (Hillside Ridgetop Protection), and the companion plan amendment, 11-C-26-PA, asks for RL. The case page does not state a reason, and the staff recommendation is due a week before the meeting.

Northwest Knox County requests

Several cases sit in County Commission District 6, and each of the four below lists the Karns Fire Department as its fire district:

  • 0 Tsawasi Road (11-K-26-RZ): DSSD Development asks for PR at 8 units per acre on 4.50 vacant acres on the west side of Tsawasi Road, north of Wilnoty Drive. The place type is TN (Traditional Neighborhood).
  • 4511 Beaver Ridge Road (11-J-26-RZ): Michael Scott of MBI Companies seeks CA (General Business) on 1.47 acres bounded by Beaver Ridge Road, Schaad Road and Oak Ridge Highway. The place type is CMU (Corridor Mixed-use).
  • 10912 Yarnell Road (11-D-26-RZ): PR with the Technology Overlay at 4 units per acre on 2.59 acres at Yarnell Road and Armiger Lane.
  • 2906 Gray Hendrix Road (11-P-26-RZ): A to RA on 1 acre.

Schaad Road is also in line for county land buys tied to a new signal. See Knox County Lines Up Land Buys for Tipton Station Roundabout, Schaad Road Signal and Bakertown Widening.

Inside Knoxville city limits

Three city cases go to Knoxville City Council after the Planning Commission, with a Dec. 8 first reading and a Jan. 5, 2027, second reading listed on their case pages. At 218 Lindy Drive, south of Lindy Drive and east of Williams Road, applicant Steve Drummer asks to rezone 0.68 acres from C-H-2 (Highway Commercial) to RN-1 single-family. A Landview Drive request seeks RN-2 on 0.83 acres with the Hillside Protection Overlay kept in place, and 2715 White Oak Lane asks to move a 19,033-square-foot lot from RN-1 to O (Office).

What it means for Knox County homeowners

  • Plan amendments come first. When the place type does not match the request, the plan amendment decides whether the rezoning has a path.
  • A-to-RA requests are routine. Most of the one-acre cases on this list move from agricultural to low-density residential.
  • Selling near a rezoning? Buyers will find the case page. Know what is pending next door before you set a price.
