Knoxville-Knox County Planning staff has recommended denial of a Planned Residential rezoning on Newcomb Lane near N. Campbell Station Road, one of the cases on the Aug. 13 Planning Commission agenda, because the request is "incompatible with existing transportation infrastructure."

What is being decided on Aug. 13?

Case 7-A-26-RZ asks for PR (Planned Residential) zoning at up to 2.25 dwelling units per acre. Staff recommends denial. The staff report acknowledges the area has seen "a significant transition of multi-acre residences and farmland to suburban residential development since 2010" — the most recent nearby build-out being the Braxton Creek subdivision — but says Newcomb Lane itself is "a narrow and unstriped local street" that meets N. Campbell Station Road "at such an angle and crest that it is challenging to see oncoming traffic," with right turns requiring both lanes.

Will the road be fixed first?

Not soon. A 2022 transportation planning report includes a possible realignment shifting N. Campbell Station Road west to tie back in near Newcomb Lane, and TDOT is still refining its proposal — it may decide not to shift the alignment at all. TDOT's 10-Year Plan shows this project in preliminary engineering in 2026, right-of-way acquisition in 2029 and construction in 2032. Another rezoning on the same agenda, 7-O-26-RZ at 4628 Crippen Road, is scheduled to reach Knox County Commission on Aug. 24.

Why does one rezoning matter to Knoxville home values?

Because supply in Knox County is the binding constraint. Months of supply is running at about 0.94 — under one month is a seller's market by any measure. When infrastructure blocks density in the growth corridors west of the city, the existing housing stock keeps its scarcity premium and buyers keep competing for it.

The Knox County median sale price is $400,162, essentially flat year over year, with 800 homes sold in the latest reporting period (up 5.9%) and median days on market at 50. Deed activity confirms the volume: the Knox County Register of Deeds recorded 2,168 documents in the last week of July, including 417 trust deeds worth $226.39 million and 286 warranty deeds worth $162.06 million.
