July was a heavy month for land-use votes in the Tri-Cities. Four of them matter if you own, buy, or plan to sell a home here.

What is being built on Hopper Road in Johnson City?

The Johnson City Commission took up a final vote on the Hopper Road annexation for 120 townhomes — bringing the property into the city and adding one of the larger attached-housing projects the city has approved recently. Townhome supply at that scale tends to absorb first-time and downsizing buyers, the two segments most sensitive to payment, not price.

Which subdivisions cleared the planning commission?

The Johnson City Planning Commission approved the Yorkshire final plat in a split vote on July 14, with Keebler Meadows also on that agenda. A final plat is the last procedural step before lots can be recorded and sold — meaning these are near-term deliveries, not five-year concepts.

Is Burlington Park moving?

As of July 30, the developer could soon break ground on the Burlington Park project in Johnson City. Watch it: infill projects like this one reset the comps for surrounding blocks faster than greenfield subdivisions do.

What happened in Kingsport?

The Kingsport Board of Mayor and Aldermen passed a rock quarry rezoning on first reading July 21. Industrial rezonings near residential streets are the kind of item that shows up later in appraisal adjustments and buyer objections — if you own nearby, know the boundaries and the hours of operation before you list.

Overall Tri-Cities sales rose 8% in the first half of 2026 per NETAR, so demand is real. But at the top of the market, sellers waited two months longer, twice as many cut price, and not one sale closed above asking. Add new townhome and subdivision inventory and the message is consistent: this is a market that pays for correct pricing and punishes optimism.

What to do about it

  • Selling in the next 12 months: get ahead of the new deliveries near you. Builder inventory sets the buyer's expectation for condition and concessions.
  • Buying: compare a new townhome payment against a resale with a seller-paid rate buydown. The resale often wins on total cost right now.
  • Move-up sellers: the buy side is the friendliest it has been in three years. The obstacle is sequencing, not price — you should not have to sell before you know where you are going.
