The Chattanooga-Hamilton County Regional Planning Commission denied a rezoning request on Monday, Aug. 10 for a four-story, 56-unit apartment complex for adults 62 and older at 1123 Mountain Creek Road. The developer had asked to move about five acres from a single-family residential district with a 7,500-square-foot minimum lot size to a multi-family residential district.

Why was the Mountain Creek Road rezoning denied?

Commissioners cited the Mountain Creek Corridor land use plan, which does not recommend additional rezonings for apartment complexes along the corridor. Planning staff had also recommended denial on the same grounds. The corridor study was approved by the Chattanooga City Council in June 2023, and Plan Chattanooga, the city's comprehensive plan, guides development over the next five years.

What does a denial mean for nearby homeowners?

Short term, it holds the corridor at single-family density. Longer term, it also means one fewer option for the growing group of Hamilton County owners who want to sell a house and move into a smaller, single-level, maintenance-free unit in the same ZIP code. Inventory is up 21.3% year over year while prices still rose 2.9% — buyers have choice and negotiating room without prices falling out from under sellers. Nationally, the median existing-home price hit a record $440,600, up 1.8%, with U.S. existing-home sales at a 4.09 million annual rate.
