The Bristol Tennessee City Council approved a resolution Tuesday supporting a tax increment financing (TIF) amendment expected to clear the way for a proposed 445-home residential development off King College Road — a project city documents put at roughly $170 million in private investment.

What exactly did Bristol approve?

The resolution authorizes amending the Willey Boom Redevelopment District to include the Zaidi Property Project, a proposed 135-acre residential development by Ardent Development Group. The project received approval from Bristol Housing following a July 15 public hearing, where no one spoke, and a July 29 business meeting. The Sullivan County Commission must also approve the TIF.

How much of the tax increment does the developer get?

The developer has requested 85% of the new tax increment generated by the project for 15 years — an incentive valued at approximately $9.3 million. Bristol council created the Willey Boom Redevelopment District in September 2024 by amending the city's redevelopment plan; Ardent applied for TIF assistance through Bristol Housing on June 12.

How many homes, and when?

City documents describe 445 homes with a range of housing types and price points on land off King College Road and Paperville Road. Although the tract covers about 135 acres, the developer said only about 100 acres are suitable for development: roughly 35 acres are floodplain, steep terrain and rock formations that make construction financially impractical. Those undevelopable areas will be preserved as green space with walking and hiking trails. Construction is expected to occur in phases over six years beginning in 2027. The underlying land, about 133 acres surrounding 1808 King College Road, was rezoned to Planned Residential Development on final reading in June.

What are Tri-Cities homes actually selling for right now?

The Tri-Cities median sale price was $308,750 in June, up 4.7% year over year, with 812 sales (up 3.8%) and median months of inventory easing to 3.75. New listings were the soft spot at 1,059, down 4.6%. Any supply reading under four months favors sellers — which is exactly why a 445-home pipeline matters here.

What this means if you own or buy here

  • Owners near King College and Paperville roads: phased construction starting in 2027 means years of activity next door, followed by 445 new comparable sales that will reset price expectations in that corridor.
  • Buyers: 3.75 months of inventory still favors sellers. New-construction phases won't relieve that until 2028 at the earliest.
  • Sellers: price gains for the year mostly already happened — the first half did the work. Waiting for a second-half surge is not what forecasters expect.
  • Sullivan County residents: the county commission still has to approve the TIF, so the vote isn't over.
